Combating the effects of climate change: the commune of Ballou at the heart of resilience thanks to PRDC-VFS

Launched in June 2024, the PRDC_VFS, from the first year (2024) of implementation, granted an amount of 122 million to the municipality of Ballou with the same type of financing to all other beneficiary municipalities to carry out resilient community sub-projects in the sectors of education, health, hydraulics, sanitation, youth, culture, environment, etc. In addition to the identified structuring projects, the PRDC_VFS provided the municipality with 200 tables and benches distributed in 12 schools in the municipality, tricycles and garbage bins for the cleanliness of the villages, computer equipment (riser photocopiers) for schools and codec, millet mills for women's groups, equipment for the Water and Forestry services of the municipality of Ballou.

In partnership with the Great Green Wall (ASERGMV), the PRDC_VFS has acquired, on behalf of the municipality, an ambulance canoe for the evacuation of sick people or pregnant women during the winter period. In perspective, the PRDC_VFS is considering the construction of two large weekly markets in Aroundou and Golmy planned for the year 2025. It should also be recalled, in component 2 of the PRDC_VFS, the construction of tracks for the opening up of the municipality, in particular the sections: Ballou-Gangala-Sébou-Dédji-Amadj and Débékhoulé and Six Samba towards RN2. The year 2025 is marked by the significant effort made by the PRDC-VFS with the allocation to the commune of Ballou of an envelope of Five hundred and sixty-four million, six hundred and forty-seven thousand, seven hundred and fifty CFA francs (564,647,750 CFA francs) for sub-projects taking into account the climate dimension.

During the process of identifying and choosing community sub-projects, a major information and awareness day for the population was organized at the town hall on July 29, 2025. This Forum brought together village chiefs, imams, women's groups (GPF), young people, civil society, breeders, fishermen, farmers, technical services as well as administrative authorities. To ensure active participation and ownership of community sub-projects by the communities, a meeting is organized in each of the 3 zones of the commune, Ballou zone, Golmy zone and Ndjimbé zone. Discussions with the populations concerned will make it possible to prioritize the relevant sub-projects for each village. Without doubt, in the long term, the PRDC intervention strategy could serve as a model for developing resilience in all communes of Senegal.
