Mame Makhtar Guèye de JAMRA : "Nous rejetons fermement la loi d'amnistie"
The vice-president of the NGO JAMRA, Mame Makhtar Guèye, vigorously reaffirmed his total opposition to any amnesty law. He recalled that he firmly rejected it as early as February 28, 2024, when Macky Sall was still in power and the current leaders were in prison. This principled position remains unchanged.
"JAMRA has NEVER endorsed and will NEVER endorse any amnesty law for anyone who has voluntarily committed a criminal act," insists Mame Makhtar Guèye.
Troubling questions about unpunished crimes
JAMRA's moral leader asks direct and disturbing questions. Regarding law enforcement, "How can we pardon a police officer who deliberately, in cold blood, and with live ammunition, killed an unarmed protester?"
Regarding civil violence, the organization lists a series of serious acts committed during the demonstrations. Fatimata Bineta Diallo and Oumou Kalsom Diallo were burned alive with Molotov cocktails in a minibus on route 65 in Yarakh; the ransacking and looting of supermarkets; the destruction of gas stations; thousands of jobs lost, especially for young people; 20 buses set on fire at the Dakar Dem Dikk depot in Keur Massar; lecture halls at the University of Dakar burned;
shops destroyed, goods stolen from brave citizens
An already existing legal framework
Mame Makhtar Guèye recalls that several acts are already criminalized in Senegal, including
drugs (via the Latif Guèye law of JAMRA n°2007-31; rape; cattle theft; armed robbery;
arson; the principle of the sanctity of life.
Drawing on religious texts, JAMRA quotes verse 32 of Surah Al-Ma'ida: "Whoever deliberately kills his neighbor, it is as if he had murdered all of humanity."
"Let everyone therefore assume the consequences of their criminal acts!" he concluded.
