Marché d’armement de 45 milliards F CFA : trois arrestations, soupçons de pots-de-vin et transferts suspects à l’étranger
According to information from Libération, the 45 billion CFA franc arms deal, already tainted by suspicion, has taken a new turn. Three people - A. Loum, M. Seck, and MW Sy - were arrested by the Criminal Investigation Division (DIC) and presented to the Financial Judicial Pool (PJF) after 48 hours in police custody.
A search had previously been carried out at the "Océan" building in Fann Résidence, headquarters of the company Technologie Service International (Tsi), owned by B. Hima alias Petit Boubé, who is said to have left the premises shortly after the March 2024 presidential election, the same source indicates.
According to a report by Centif, consulted by the newspaper, the affair reveals a complex network of kickbacks and unjustified financial transfers. The companies Lavie Commercial Brokers and Eurocockpit transferred approximately 3.09 billion to Tsi, then these funds were either transferred abroad or withdrawn in cash, without legal justification. Withdrawals of several hundred million, notably by A. Loum, particularly alerted investigators.
Other suspicious transactions include transfers to Dubai via the Hawala system, involving an intermediary based in the Emirates, presented as Mr. Seck's employer and targeted by the financial prosecutor's office. Centif suspects bribe payments behind these financial transactions.
Finally, withdrawals made by Petit Boubé, supposedly for the customs clearance of containers under a contract classified as "defense secret" with the Ministry of the Environment, turned out to be based on false declarations, while he had already received an advance of 34 billion.
The investigation continues: two judicial inquiries have been opened and entrusted to the judges of the first and third financial firms, Libération emphasizes.
