Mbour : Le préfet retire l’autorisation à deux cellules d’organiser le Kankourang
In an unexpected turnaround, the prefect of Mbour, Amadou Diop, modified this Saturday, August 30, 2025, his initial decree concerning the organization of traditional circumcision ceremonies with sound, including the outings of the Kankourang, for the 2025 edition of Mandingo September.
By this amending decree, two initially authorized structures, the Mbour Dingol Association (managers: Abdoulaye Diop, Mamadou Lamine Camara, Mor Diop; zones: Spain, Gouye Mouride) and the Doumassou Cell (managers: Samba Diao, Aliou Diao, Ibrahima Diao; zones: Sonatel, Poulailler), have their authorization withdrawn. Only two structures remain authorized to organize these ceremonies from September 1 to 30, 2025: the Mandingo Collectivity (managers: Mamadou Aldara Diop, Boubacar Diambang, Cheikhou Koté; zones: Santessou, Thiocé Est, Thiocé Ouest, Diamaguène, Sadiocounda, Woyinkacounda, Kouyamba) and Dioudou Cissé Kounda (managers: Cheikh Ibrahima Cissé, El Hadji Kaoussou Cissé, Ansou Sonko; zone: Oncad). These events are authorized every Sunday from 6 a.m. to 7 p.m. and every night of the week, except Thursday, according to the prefectural decree.
The prefect justified this decision by the need to preserve public order and improve the organization of the festivities, following incidents reported during previous editions, notably in 2024, where unauthorized outings caused injuries and material damage in Darou Salam. Those responsible for authorized structures must ensure the maintenance of order and tranquility, and communicate their itineraries to the police 72 hours in advance. Any violation will result in the immediate suspension of the authorization and legal proceedings.
This decision comes in a context of tensions with the Mandingo Collectivity, which had expressed its dissatisfaction with the initial authorization granted to non-initiates, denouncing a "trivialization" of the Kankourang, classified as intangible cultural heritage by UNESCO since 2008. The prefect reaffirms the obligation to respect the provisions in force to guarantee security and preserve the cultural dimension of this event.
