The Public Procurement Regulatory Authority (ARCOP) has published its 2023 annual report, and the results of the Municipal Development Agency (ADM) demonstrate exemplary management and an unwavering commitment to transparency and regulatory compliance. ADM distinguished itself in 2023 with remarkable results that place it among the top contracting authorities in the country. With 34 public contracts awarded , the agency achieved a 100% coverage and compliance rate during ARCOP audits.

Compliance rate: 100% in both quantity and value

This exceptional result means that all 34 contracts awarded by ADM were reviewed by ARCOP, and all complied with applicable standards and procedures. This performance demonstrates the agency's rigorous approach to public procurement and its scrupulous adherence to transparency and competition rules.

Structuring projects serving urban development

Beyond its excellent compliance results, ADM has carried out large-scale projects that contribute significantly to improving the living conditions of the population and to urban development in Senegal.

Integration into the "Group I" of contracting authorities

ADM is part of Group I of contracting authorities assessed by ARCOP, a category that includes entities that have demonstrated the best performance in public procurement management. This classification highlights not only the agency's compliance but also its ability to effectively manage complex projects while respecting deadlines and allocated budgets.

Following the 34 contracts awarded , the audit coverage rate was complete in both number and value. This means that 34 contracts were audited. Sound management enabled the Agency to be positioned in Group I of contracting authorities.

"Given the cruising speed achieved by the Agency's various projects and programs (Pacasen, Serrp and Progep 2), and the mobilization of resources, I urge the entire team to focus on innovations in the implementation of activities, to highlight the specificity of the Adm within the territories.

All available resources should support, among other things, strategic actions at the local, national, and even sub-regional levels. These actions must be aligned with ADM's core mission, which is based on integrated and sustainable development financing for viable and competitive local authorities. Under the leadership of our supervising minister, Moussa Balla Fofana, ADM must further consolidate its position as a key partner for local authorities on urban development issues,” stated ADM Director General Dr. Mamouth Diop.
