Secrétaire Exécutif de la CPEAO : Les grandes réalisations de l'Expert postal Adama Diouf pendant son premier mandat
Elected on August 11, 2021, in Abidjan, Adama Diouf took the helm of the West African Postal Conference (WAPPC) with a clear ambition. His ambition, among other things, was to modernize the postal sector and restore stakeholder confidence. Four years later, as his term comes to an end, his record illustrates determined leadership and a forward-looking vision.
Structuring projects for the modernization and digital transformation of Post Offices
During his tenure, several major initiatives have emerged. He noted, among others, the "construction of the Cross-Border E-Commerce Facilitation Hub in Abidjan, a strategic platform to boost e-commerce in the sub-region, the creation of an integrated sub-regional payment and money transfer platform, promoting financial inclusion and the fluidity of transactions between the 15 member countries and the launch of the cross-border multi-purpose transport project (mail and parcels) by air and land, in partnership with the Universal Postal Union (UPU), a United Nations specialized postal organization, and the La Poste France Group.
One of the priorities of his mandate was to harmonize the postal regulations of the different Member States. This approach resulted in the proposal for the adoption of common postal service quality standards, to standardize and improve the provision and delivery of postal services adapted to the needs of the population, the harmonization of regulations and regulation at the sub-regional level, with progress towards convergence at the regional level.
At the same time, Adama Diouf has been a strong voice for the WAPEC within international bodies, including the Universal Postal Union (UPU), ECOWAS and the Pan-African Postal Union (PAPU), where he chaired the Finance and Administration Commission. Aware that "the Post Office remains an essential link in socio-economic development, social, financial and digital inclusion, he has worked to bring services closer to vulnerable populations and remote rural areas. The Post Office has become a true relay for public policies, contributing to the implementation of the SDGs and the African Union's Agenda 2063, in particular the fight against poverty and access to essential services."
A mandate marked by vision and action
For four years, Adama Diouf's objectives were to reduce delivery times for items between member countries, facilitate intra-sub-regional trade, raise awareness among States of the strategic role of Posts in socio-economic development, and relaunch cooperation between designated operators in the region.
Recognized by the UPU as one of the leading experts in the global postal sector, Adama Diouf leaves the CPEAO with a strengthened, more integrated structure ready to meet the challenges of digital technology, artificial intelligence and e-commerce.
As his term ends in August 2025, his time at the head of the CPEAO will remain as a period of structural reforms and innovative initiatives, permanently placing the organization in the dynamics of transformation of the African postal sector.
A solid career in the service of Regulation and the postal sector
A lawyer by training, with a Master's degree in business law, a DESS in banking and financial law (University of Paris I Panthéon-Sorbonne) and a Master II in regulatory law (UCAD), Adama Diouf has proven himself at the Telecommunications and Postal Regulatory Authority (ARTP), where he rose through the ranks to the position of Director of Postal Regulation. His experience and knowledge of the issues quickly imposed his style on the CPEAO, making the organization a leading player on the international postal scene.
