Spoliation foncière : Toubab Dialaw refuse de céder 600 ha pour la ZES de DP World
The Collective for the Defense of the Interests of Yène-Dialaw (Dialaw Collective) has expressed its deep indignation at the new risk of land grabbing. During a large citizen gathering held this Sunday, October 26, 2025, in Toubab Dialaw, the collective issued a public statement to alert public opinion to a plan to seize an additional 600 hectares, following the 1,200 hectares already ceded for the port of Ndayane.
According to the Dialaw collective, this new operation, supervised by APIX, would benefit Dubai Port World (DPW), operator of the future port.
“Arbitrary” grabbing under the guise of SEZs
The people of Toubab Dialaw, who claim to have already lost 1,200 hectares in "opaque and unilateral" conditions, are denouncing a new process initiated without real consultation and in violation of legal procedures.
The collective raises a serious question: these additional 600 hectares, heavily inhabited, were allegedly used by former President Macky Sall to settle a debt to DPW.
For the collective, APIX is now being used to legitimize this operation, presented as a special economic zone (SEZ) project. The collective is surprised by the choice of this zone, given that less occupied land exists in neighboring localities.
Concern from the diaspora, silence from the administration
The Dialaw collective claims to have been carrying out numerous administrative procedures for over three years: official letters to ministers, meetings with the directors of the Autonomous Port of Dakar and DPW, without receiving an official response. "APIX acts as an opaque enforcement instrument, instead of promoting transparency," the collective complains.
The organization also highlights the harm suffered by many members of the diaspora from the area, who invested their savings to build properties that are now threatened with destruction, without consultation or effective recourse.
Affirming that it is not opposed to the development of Senegal, but demanding justice and respect for the law, the Dialaw collective launches a solemn appeal to the President of the Republic and the Prime Minister for the immediate suspension of any new expropriation procedure in Toubab Dialaw, the opening of an audit on the 1,200 ha already ceded and the 600 ha newly targeted, the establishment of an inclusive dialogue framework bringing together the State, elected officials, APIX, DPW and the populations concerned, and the guarantee of land transparency and effective respect for citizens' rights.
The collective is convinced that "the development of Senegal must be rooted in justice and respect for the dignity of its people" and deplores an injustice which, according to it, "undermines social peace."

Mr Massogui Thiandoum fils de Dialaw avait engagé ce combat depuis des années mais personnes..ne l'a soutenue. L'histoire lui a donné raison

Diomaye s'était opposé à l'accaparement des terres de son terroir natal. Nous aussi lébous de Yêne Dialaw nous refusons l'accaparement de nos terres.
Non 600hectars yenne dialaw ne cède pas ces terres au étrangers
Perso , j’ai investi dans une maison à Toubab Dialaw financée par un crédit qui court encore pour au moins 10 ans encore. Je me demande demande si c’est opportun d’investir au Sénégal. Aucune sécurité juridique. Dommage pour mon pays que j’aime tant….. Dommage pour ces sénégalais qui se sacrifient pour être dans une pareille insécurité….
Cela fait exactement 8 ans que je construis brique par brique ma maison à Toubab Dialaw. Tous les samedis, je prends la route depuis Dakar, direction Toubab Dialaw. Supervision des maçons, achats de matériaux ô combien onéreux, etc... Je commence par un terrain de 300M2, puis 2, puis trois, puis 4 et hop le projet deviens réalité. Une maison pour ma retraite et pour mes enfants. Un jour, j'entends parler d'une expropriation pour permettre la construction du port sur 1200M2, Ouf de soulagement et désolation pour les impactés qui jusqu'à aujourd'hui n'ont pas reçus un seul centime. Et depuis quelques jours, la CDRI et DP WORLD, veulent encore 600 Ha pour je ne sais quoi encore ! Donc on va dégager des Sénégalais bon teint, pour installer des Emiratis qui se sont déjà grassement servis ! Je rêve debout. Ils sont toute une délégation à faire le tour de la zone sous 38 degrés à 14h00 un lundi pour chercher des propriétaires qui sont tous au travail ou à l'étranger !!! Et ils disent qu'ils sont désolé car vraiment la situation est très dur.
Mon message à tous ces gens là: Touchez à une seule brique de nos maisons sans notre consentement et vous verrez ce que le Karma (vous comprendrez ce que je veux dire par là) va vous réserver. Essayez seulement.
A nos dirigeants qui nous avaient promis autre chose qu'un déguerpissement, cela sera le début de votre descente aux enfers, car là aussi, le Karma va s'occuper de vous.
