Surpopulation carcérale : Un système pénitentiaire sous pression
The issue of prison overcrowding has emerged as one of the major challenges facing the Senegalese judicial system. During the plenary session on Monday, February 16, 2026, during the examination of the draft law establishing the National Observatory of Places of Deprivation of Liberty, members of parliament emphasized the progressive deterioration of detention conditions, which has become a matter of national concern. In several prisons, the number of inmates far exceeds the intended capacity. This overcrowding facilitates the spread of infectious diseases, exacerbates tensions among inmates, and complicates the daily management of the prisons. The Commissioners also raised concerns about the poor quality of food, inadequate medical care, and the dilapidated state of the infrastructure.
Beyond health concerns, visiting conditions have also been criticized. The lack of privacy in visiting rooms jeopardizes the maintenance of family ties, which is recognized as a crucial factor in social reintegration. In response to this situation, the Government is promoting a program to modernize the prison system. This program relies in particular on the construction of new facilities, including the Diamniadio Prison project, designed to accommodate a large number of inmates and meet international standards for detention.
At the same time, the authorities are focusing on measures to alleviate overcrowding, notably through presidential pardons and the promotion of alternatives to pretrial detention. However, several members of parliament believe that these initiatives must be accompanied by a more profound reform of criminal policy to produce lasting results.
