Syndicat unique des travailleurs du Trésor : Vers un congrès sans respect optimal des textes qui l’organisent
On the occasion of the Congress of the Unified Union of Treasury Workers (SUTT) scheduled for this Saturday, November 29, 2025, the former Secretary General of the SUTT, Ma Diakhaté Niang, came out of his reserve to share, with, he says, sincerity and in a constructive spirit, some concerns.
And it is regrettable to note "the emergence of practices where some colleagues seem to behave like 'grand electors', setting up group logics and networks of influence more oriented towards the preservation of particular interests than towards the defense of the general interest of the Treasury and its agents".
According to Mr. Niang, "SUTT needs resource people, veterans, experience, and advice. But it must not become dependent on informal circles where some believe that nothing can be done without them. These dynamics, when they take hold, end up weakening cohesion and dividing our administration."
On the contrary, the SUTT must naturally collaborate with all established associations, with respect and open communication. However, no association leader, former union official, or other stakeholder should be able to override the sovereign will of the union.
He recalls that after its installation, the National Executive Bureau (NEB) must be able, in complete independence but with openness, to ensure dignified and responsible representation, and to work calmly, in close collaboration with the teams of the General Directorate.
Ma Diakhaté Niang also wishes to reaffirm a previously made proposal regarding the organization of the SUTT Congress. In her view, Congress members should be elected in the same way as those of the National Executive Bureau, according to a clear democratic mechanism.
These delegates could be elected by department, which would allow the Congress to be organized over a weekend, taking the necessary time to calmly evaluate the outgoing board, updating the texts if necessary, conducting elections transparently and making real projections for the future.
He believes that in its current form, the Congress takes place in a very short period of time, which does not always allow for optimal respect for the texts that organize it.
