Tensions avec le SAMES : L’Agence de réglementation pharmaceutique apporte ses clarifications
The Senegalese Pharmaceutical Regulatory Agency (ARP) responded on Monday, November 24, 2025, to the statement issued by the Autonomous Union of Doctors, Pharmacists, and Dentists of Senegal (SAMES). The agency denies any responsibility for the payment delays mentioned and categorically rejects accusations of politicization in its management.
According to the ARP, "the payment delays reported in recent weeks cannot be attributed to the agency under any circumstances. Staff salaries are, in fact, covered by centralized state budget lines." The agency maintains that these delays result from "external administrative factors" and that it has been working closely with the authorities to expedite the process.
The situation is now reportedly "fully resolved." The quarterly motivations, known as "NEPAD," have also been paid, the note states.
In its statement, SAMES had alluded to alleged irregularities and internal politicization. The ARP formally denies these allegations and reiterates that its governance adheres to "rigorous, transparent procedures that comply with national and international standards," and is regularly audited. The agency states that it rejects "any attempt to call into question its integrity or that of its governing bodies." Management assures that the various missions entrusted to it—quality control, market surveillance, inspections, pharmacovigilance, and the issuance of marketing authorizations—are continuing.
It also highlights its regional expansion efforts, notably through the opening of branches in Saint-Louis and Kaolack, as part of the territorialization of pharmaceutical policies advocated by Agenda 2050. These activities are taking place "without interruption" and without impact on the availability of essential medicines, it emphasizes.
While stating that it is open to discussion, the ARP specifies that this dialogue must take place "in a spirit of responsibility" and on the basis of verified facts.
Finally, she calls for restraint, reiterating her commitment to public health and the protection of populations.
