As part of the implementation of the national food sovereignty policy, and following the conclusions of the Interministerial Council of April 15, 2025, the Market Regulation Agency (ARM) has coordinated a system with stakeholders in the banana industry. The objective is to organize the marketing of local production and regulate imports during periods of high production.
To finalize the implementation tools, a meeting of the Steering Committee was held this Monday, August 18, 2025 and was chaired by Mr. Babacar SEMBENE, Director General of ARM.
The discussions focused on the following key points:
* Review and validate the memorandum of understanding and specifications relating to the marketing of local bananas
* Discuss import regulation mechanisms.
* Validate framework documents and define operational procedures for local banana regulation.
* Identify areas for improvement for effective implementation of the system.
Mr. Lamine NDOUR, Statistics Officer at ARM, presented the results of the preparatory actions for the regulation of the banana sector, including a memorandum of understanding and specifications for local marketing.
Following the Steering Committee meeting, a historic measure was decided for the Senegalese banana industry: a freeze on banana imports for a period of three months, from September 1 to November 30, 2025. This initiative, which is part of the national food sovereignty policy, aims to strengthen local production and promote the work of Senegalese producers. The success of this measure could allow it to be renewed for years to come.
Following this decision, and after in-depth discussions between the Regional Collective of Banana Producers of Tambacounda (CORPROBAT) and importing traders, and with technical assistance from ARM, a consensus was reached. The documents concerning the marketing protocol and specifications were validated and signed by both parties.
Key points of the agreement:
1. Producer Commitment: CORPROBAT is committed to marketing 500 tons of bananas per week to importing traders during the import freeze period. This delivery will be made via 5 daily trucks, including 3 trucks of bananas in crates and 2 in cardboard boxes.
2. Price list for wholesale purchases from producers:
• Banana in cardboard (18 kg): 510 F/kg
• Bananas in crates, 1st choice (15 kg): 450 F/kg
• Banana in crate 2nd choice (15 kg): 400 F/kg
• Banana in crate 3rd choice (15 kg): 350 F/kg
3. Delivery points: The products will be delivered by the producers to the 10 points of sale in Dakar mentioned in the specifications.
4. Establishment of a monitoring committee: A committee has been set up to monitor and evaluate the agreement, composed of representatives from ARM, CORPROBAT and importing traders.
"This success is an illustration of our agency's ability to unite stakeholders around a common goal. ARM is committed to continuing its role as facilitator and regulator for the balanced and sustainable development of strategic sectors in Senegal," said the Director General, Mr. Babacar SEMBENE, highlighting a significant step forward in structuring the sector and securing outlets for local producers.

Excellente initiative !
