Vols, viols et meurtres : Le constat terrifiant des 59 délégués de quartier de Tivaouane Peulh
In Tivaouane Peulh, the pain is still raw. It's the pain of a father, but also that of an entire community facing growing insecurity. The murder of Malick Ndiaye, stabbed following what was considered a minor altercation, has reignited anxieties and sparked a wave of outrage. This was enough for residents to gather on Wednesday to express their indignation, but above all, to call on the authorities to address the insecurity plaguing the area, which they consider one of the most dangerous in Dakar.
"My son bled to death."
His voice trembling, Khar Gaye Ndiaye, the victim's father, struggled to contain his emotion: "I speak with a broken heart. My son had a future; he was ready to take over the family business. He was killed for trivial reasons, in a climate of insecurity." Beyond the tragedy, he denounced a chain of failures: "There was no ambulance to take him away. He bled to death. The delayed medical attention meant he couldn't be saved." For him, this death could have been prevented: "If there had been a police station, a brigade, or a fire station, my child could have been saved. Now, we're afraid to go out at night."
A population under pressure
The same sentiment was echoed by neighborhood delegates. Ndongo, president of the 59 delegates of Tivaouane Peulh, spoke of a "cry from the heart": "Our wives, our children, and we ourselves are afraid to go about our business." He emphasized that despite the efforts of law enforcement, the situation remains worrying: "Brigade Commander Sow made nearly 200 arrests between June and December, despite limited resources. This shows the scale of the problem." Faced with this situation, the residents are demanding concrete measures: the opening of a police station, a project that has been "languishing" at the Ministry of the Interior; the reinforcement of the gendarmerie brigade's personnel and logistical resources; and the deployment of ambulances in an area encompassing 59 neighborhoods and 6 health posts. "The land is already available, and the project is included in the 2026 budget. All that's missing is the minister's signature," he insisted.
"Fear must change sides"
For the residents, the situation is truly urgent. Ndongo warns: “Otherwise, irreparable harm could happen. People might be tempted to take the law into their own hands. Criminals have invaded us.” Papis Sow, the residents' collective's communications officer, paints an alarming picture: “The consensus is unanimous: Tivaouane Peulh has become one of the most dangerous areas in Dakar. Theft, assault, rape, murder… it happens regularly.” He adds: “It has become risky to go out to work. You can be attacked and robbed at any moment.”
Among the priority demands: the establishment of a police station or gendarmerie company, the deployment of surveillance cameras, the organization of night patrols, and the improvement of street lighting. "We want to draw the attention of the authorities. It's time to act," he concluded.
