The BRT began operating just over a year ago. This is an opportunity for the company that supplied the buses to look back. In an interview with Agence Ecofin, the new Africa director of Meridiam, Mete Saraçoğlu, discusses the lessons to be learned from the BRT and, above all, areas for improvement.
"The project was split in two: the infrastructure construction was carried out by the State, but everything related to the procurement of rolling stock and concession operations was awarded through a call for tenders, which we won. The concession model chosen by the Senegalese State gives it a lot of flexibility in project management. But there are still areas for improvement, particularly upstream in the design and implementation of the project.
"We believe it would have been better to first choose the operator and adapt and design the infrastructure according to the needs of that operator, before its construction. In our case, the construction was done for another technology, and we therefore had to adapt it a posteriori to our electric bus offer, which generated additional delays. In the case of infrastructure that is to be built, it is preferable for everyone to talk to each other from the start of the project, to avoid unnecessary costs and delays," he told the Ecofin agency.
