Abdourahmane Sarr à Bpifrance : "Transformons la jeunesse en dividende, pas en fardeau"
It is imperative to invest massively in African youth and in the continent's controlled urbanization to transform youth into a dividend rather than a burden, according to the Minister of Economy, Planning and Cooperation, Abdourahmane Sarr. Representing Senegalese Prime Minister Ousmane Sonko at the Bpifrance Big, a key event in the French entrepreneurial ecosystem, he spoke this Tuesday, September 23, 2025, at the Accor Arena, on the theme of "Truth."
"Half of Senegal's population is under 19, and 65 percent of Africa's population still lives off agriculture," he said. For him, these figures reveal both a challenge and an opportunity: transforming a young and growing population into a driver of productivity and making African cities competitiveness hubs.
The minister calls for "capturing three dividends": the demographic dividend, through educated and employable youth; the density dividend, through productive and specialized cities; and the democratic dividend, through credible and inclusive institutions. But, he warns, this transformation requires breaking with past illusions. "We cannot distribute before producing or urbanize without planning," warns Mr. Sarr. According to him, "Senegal is now banking on transparency and macroeconomic discipline to build trust and attract the necessary investments."
