Contraintes liées aux travaux des ports de Ndayane et de Bargny – Sendou : Le ministre Déthié Fall donne des assurances
The new Minister of Infrastructure is definitely ready and eager to contribute to the rapid implementation of the state's major port projects currently underway. This Friday, October 17, 2025, Déthié Fall, as part of his introductory visits, visited the Autonomous Port of Dakar (PAD) to inquire about the progress of the work underway within the PAD, as well as at the ports of Ndayane and Bargny - Sendou.

On site, the Minister, accompanied by the Director General of Ageroute, the Director of Port Infrastructure, the National Coordinator of Promovilles, and the Honorable Member of Parliament Samba Dang, was welcomed by Waly Diouf Bodiang, Director General of the Autonomous Port of Dakar, and his colleagues. Mr. Bodiang, in his welcoming address, welcomed this visit, which, according to him, is of particular importance for the PAD.
Thus, after a general presentation of the project to build a liquefied natural gas (LNG) terminal at the port of Dakar, as well as the projects of the ports of Ndayane and Bargny Sendou which are also under the supervision of the general management of the PAD, Déthié Fall went on site to visit the work in progress.
A gas terminal project under construction at the PAD
At the site of the deep-water gas terminal project dedicated to liquefied natural gas and its derivatives (storage, regasification and distribution), which is being developed entirely by Elton at the port of Dakar, the Minister observed firsthand that the embankment and coastal protection works are progressing rapidly.
Ndayane: four major constraints are blocking the work
After the PAD, the Minister, accompanied by his colleague Dr. Fatou Diouf, Minister of Fisheries and Maritime Economy, who joined the convoy en route, headed for Ndayane, led by the Director General, Waly Diouf Bodiang. Here, the delegation was welcomed by the Director General of DP World Senegal, Alassane Diop, and his team. In his presentation of this major port project in Senegal, which is being developed entirely by DP World over an area of 700 hectares, Mr. Diop informed that the completion rate of dredging works is currently estimated at 41%, and the sanitation works are 92% completed and the preliminary works are 85% complete.
However, the head of DP World Senegal raised four major constraints that are blocking the progress of certain projects. These are the connection of Senelec, Sen'eau, the connection of the main road via Ageroute, and the connectivity work to be carried out by Sonatel. He also raised the issue of the complete clearance of rights-of-way, particularly the house of Minister Abdourahmane Diouf, which is located within the port. The owner of this two-story villa, which is still preventing the complete closure of the site, has still not accepted the outstretched hand of the PAD's general management, which has offered him compensation of 350 million FCFA, compared to the 700 million he has been demanding since the time of the former regime.
Following this detailed presentation, which took place at the construction site's base camp, the minister visited the site where dredging and the construction of the protective dike are underway. This allowed him to gain a clearer understanding of what had been presented.
Port of Bargny – Sendou: water connection work and clearance of rights-of-way delay reception
Déthié concluded his visit to the Bargny-Sendou ore and bulk port. Here too, the state authority was given a detailed presentation of this other major project, which covers 484 hectares, and a guided tour of the construction sites. According to the project manager, this port infrastructure, which is operational on land, is composed of three sites: industrial, mining and ore, and terminal. The work, which began in 2019, is 90% complete to date. And the expected completion date is set for the second half of 2026.
Like Ndayane, the port of Bargny – Sendou also faces problems with the connection to drinking water, the release of rights of way and the connection of main roads as well as the establishment of a bypass road via the Ageroute.

At the end of this busy day which started around 6 a.m., the Minister of Infrastructure, after having emphasized the purpose of his visit to his various sites, gave assurances to both parties.
Regarding the Port Autonome de Dakar, Déthié Fall congratulated the Director General, Waly Diouf Bodiang, for his performance. "You know, I communicate with the port director every hour. Last time, when we were discussing this visit, I sent him a message at 6:20 a.m., and he responded immediately to express his availability. He is someone who is sufficiently committed to his work and rigor. And this morning, the presentation he had to make confirmed all the good things I think of him," the minister emphasized.
He added: "I think that the work he has done, which has led to the port of Dakar receiving ratings, clearly shows that he is someone who likes a job well done, rigorous work with his teams, whom we congratulate, and ask to continue their mission in this dynamic of ''Jub, Jubal, Jubanti'' as requested by the President of the Republic."
Minister's assurances in the face of constraints
For the port of Ndayane, Déthié Fall asked DP World to shorten the deadline by September 30, 2028, at the latest. Regarding the constraints, he committed to holding a meeting on Tuesday with the Minister of Fisheries and all the relevant government departments to study with them the various constraints raised by DP World, and to receive the proposals that will be submitted to the Prime Minister so that they can be quickly overcome.
Satisfaction of the supervisory authority regarding the progress of work at the port of Ndayane
The Minister of Fisheries and Maritime Economy, for her part, reiterated the government's focus on infrastructure, particularly maritime and port infrastructure. Dr. Fatou Diouf expressed satisfaction with the work carried out at the Port of Ndayane. For her, even though the project existed beforehand, the first work began with their government, under the direction of the Autonomous Port of Dakar.
The supervisory authority thus took the opportunity to encourage DP World to continue in this dynamic so that the work can be delivered by September 30, 2028, at the latest.
It should be noted that the port of Ndayane is an ambitious project of the Senegalese government, with work officially starting in 2023. The delivery date was set for December 2027. However, given these constraints, DP World believes that the work cannot be 100% completed. Therefore, the new date for the completion of the work is set for December 2028.

Tous ces projets Ndayane, Sendou et le port gazier sont des projets de Macky Sall. L'état c'est la continuité, alors il ne faut pas essayer de nous faire croire que c'est Déthié qui a fait un miracle. Tout était ficelé avant même 2024.
Les moutons de Pasteef et griots de Déthié pensent que le Sénégal à commencer d'exister avec eux. C'est faux.
