Dakar International Metropolis 2050: Prime Minister Ousmane Sonko unveils the main axes of the Vision

Dakar métropole internationale 2050 : Le Premier ministre Ousmane Sonko dévoile les grands axes de la Vision

The Dakar region is home to more than 4 million inhabitants, or nearly 22.1% of the national population, in less than 0.3% of Senegal's territory, according to the National Agency for Statistics and Demography (ANSD). This unprecedented concentration creates one of the highest urban densities on the African continent. In addition to this context of extreme urban concentration, there is "disorderly, poorly controlled, and profoundly unequal urbanization." Faced with this situation, the urgency of urban redevelopment is clearly evident. It is in this context that Prime Minister Ousmane Sonko launched the "Dakar International Metropolis 2050" Vision Sharing Day. The official ceremony was held this Tuesday, September 2, 2025, at the Grand Théâtre National Doudou Ndiaye Coumba Rose in Dakar, in the presence of the Minister of Urban Planning, Local Authorities, and Regional Development, Moussa Balla Fofana.

Objective: to establish eight territorial hubs, designed as strategic levers for development and regional attractiveness

To address these many challenges, the government is embarking on a major reform of territorial development by establishing eight territorial hubs, designed as strategic levers for regional development and attractiveness. These hubs aim to "ensure better territorialization of public policies by strengthening local governance, concerted planning, and the coordination of development actions within the territories."

"Our option is to stop thinking about other poles from Dakar"

According to the Prime Minister, the urbanization model inherited from the past no longer ensures an acceptable quality of life or meets the legitimate aspirations of citizens. The establishment of territorial hubs is a major challenge for territorial development in Senegal and remains one of the essential pillars of the National Transformation Agenda "Senegal 2050." This is a policy that aims to correct regional imbalances and enable a more equitable distribution of resources between the different areas of the country, while giving local authorities the means to act for their own development.

"Dakar is the capital, the economic engine, and the international crossroads of Senegal. Its development requires vision, ambition, and collective commitment because it impacts the dynamics of all other centers," Ousmane Sonko emphasized.

He adds: "We have eight poles and our option is to stop thinking about the other poles from Dakar. Since 1960 until now, the poles that we have just defined, and Senegal in general, have been thought about from Dakar, around Dakar and I was going to say perhaps even for Dakar. But it was poorly thought out and Dakar was the first to suffer from it in reality. We must get away from this logic."

For the head of government, it is necessary to structure the thinking for the border poles (south, north and north-east poles), in order to rethink them with a view to playing a buffer role with the neighbouring economies.

For coastal hubs, he argues that they can be the precursors of grassroots development.

This day of sharing the Vision "Dakar International Metropolis 2050" was launched under the impetus of the Ministry of Urban Planning, Local Authorities and Territorial Development. Its objectives are to present the spatial, social, ecological and digital transformation of Dakar (from 1906 to 2050); share the potential attractiveness with development partners; mobilize institutional, economic, social and citizen actors around the vision; share with territorial executives the framework for governance and organization of territorial hubs; and finally, promote the history and developments of Dakar through a thematic exhibition.

    Très bonne initiative il faut penser aussi à la création d une nouvelle capitale administrative à l intérieur du pays
    Dakar va rester seulement la capitale économique enfin délocalisé certains structures dans les régions

    Tout ce qui est lié au secteur primaire dans les régions pour désengorger Dakar

    C'est pas une priorité. Il y a Diamniadio à côté, il faut juste consolider les acquis et arrêter la théorie.
    La priorité c'est la relance de l'économie que vous avez mise à terre. Vous jouez avec l'argent des sénegalais dans vos rencontres à n'en plus finir.
    Dites à Sonko de renoncer à la caisse noire.

    Franchement, c'est du foutage de gueule de faire des programmes sur 25 ans alors que tu n'es pas assuré d'etre au Pouvoir plus de 5 ans. C'est abusé quand meme. Je peux comprendre un programme sur 10 à 15 ans a la limite, mais 25 ans !! Ousmane SONKO dafa yabaté. Il nous prend pour des doméram en fait !
