Développement du Waqf : Les engagements forts du Premier ministre Ousmane Sonko
It's official! Prime Minister Ousmane Sonko has launched the construction of a public waqf building for the benefit of the Daaras. The official groundbreaking ceremony took place this Thursday, March 26, 2026, in Dakar-Plateau, in the presence of the Minister of National Education, Moustapha Mamba Guirassy; members of the government; the Director General of the High Authority of Waqf, Dr. Ahmed Lamine Athie; the President of the Supervisory Commission of the High Authority of Waqf, El Hadji Amar Lô; the regional director of the Islamic Development Bank (IDB), Nabil Ghalleb; the representative of the Daaras, Moustapha Amadou Wane; and others.

Beyond this symbolic act, the ceremony was marked above all by a series of strong commitments from the Head of Government in favor of the development of waqf in Senegal.
In a concrete step, the Prime Minister announced that he had instructed the Minister of Finance and Budget to include, in the next amending finance law, an additional allocation of 1.5 billion FCFA for the benefit of the High Authority of the Waqf.
A strong signal that reflects the State's desire to strengthen the intervention capacities of the institution in charge of promoting waqf.
The Prime Minister also pledged to support the expansion of similar projects across the entire national territory, with the ambition of making waqf a true lever for social, economic and educational transformation.
This commitment paves the way for the model to be scaled up, particularly to the benefit of the Daara.
Another major announcement: the implementation of facilitation measures, particularly on the fiscal and administrative level, in order to ease the procedures for registering waqfs.
The objective is to encourage Senegalese investment in this sustainable solidarity mechanism by removing existing obstacles.
A 20-story tower built on an area of 2273 m2
This major public waqf real estate project, which has just been launched for the sustainable financing of Koranic education, embodies a long-held ambition: to make the Waqf a major instrument of social, economic and educational transformation in Senegal.
By constructing this public waqf building, the State of Senegal guarantees the sustainability of the resources needed for the Daara, thus contributing to an inclusive and efficient educational system, in line with the human and social development objectives defined by the Senegal 2050 Vision.
The project consists of the construction of a high-end building with a triple purpose: residential, commercial, and various services. It is being built on a 2,273 m2 plot of land located in the heart of the Plateau district in Dakar, at the intersection of Amadou Assane Ndoye and Huart streets, in a highly strategic area.
This is a 20-level tower comprising: 2 basements, ground floor, mezzanine, 16 floors, with a residential capacity of 64 apartments (3 F4 type apartments and 1 F3 type apartment per floor), commercial and administrative spaces: 32 offices and 6 shops; additional facilities: an ultra-modern gym; a parking lot with a capacity of 120 spaces distributed over two basements with separate access (57 spaces for housing and 63 spaces for offices).
A high-impact project
This project to construct a public waqf building will have several impacts on the sustainable financing of Quranic education in Senegal. On a social level, these include: the long-term funding of the operation and modernization of Daaras; improved access to modern Islamic education for thousands of children and young people; and the creation of direct jobs (approximately 250 to 300 people during construction); among other things.
On the economic front, this involves revitalizing the construction sector and regional businesses; stimulating commercial activities and services in the Plateau district; and finally, enhancing the local real estate market and strengthening the urban economic fabric.
The total cost of the project is estimated at approximately 12.12 billion CFA francs, or about 24.2 million USD. It is financed by the Islamic Development Bank (9.6 billion CFA francs) and the State of Senegal (land contribution and financial counterpart) to the tune of approximately 2.52 billion CFA francs.
With the High Authority of Waqf (HAW) acting as the project owner, the construction phase is scheduled to last 36 months, including preparation, foundations, erection, and finishing of the building. All the companies selected following an international call for tenders are Senegalese, demonstrating local expertise and professionalism.
Urban integration
The building is designed for seamless integration into Dakar's dense urban fabric, combining aesthetics, functionality, and respect for environmental standards. Its location in the Plateau district provides exceptional access to public institutions, transport networks, and economic centers.
It is worth recalling that waqf is a mechanism of lasting solidarity that involves setting aside an asset to generate permanent income for the benefit of the community. Encouraged by the Sunna and enshrined in the Quran, it guarantees continuous spiritual reward and a lasting social impact.
