Diomaye et Sonko interpellés : Les artistes se mobilisent pour l’application de la rémunération pour copie privée
Through a series of videos released on digital platforms, a large collective of artists, including musicians, singers, and actors, is urgently calling for the implementation of a private copying levy. This mobilization aims to draw the authorities' attention to the need to establish a legal framework designed to protect creators' income in the face of evolving digital consumption patterns.
The private copying levy is a fee paid by retailers and collected at customs upon the entry of various electronic devices into the country. This levy applies to all devices and media used for recording and storing copyrighted works, such as mobile phones, hard drives, USB flash drives, and music and film media. It was designed to compensate authors for the financial loss they suffer when their works are widely copied privately.
Technological advancements have profoundly disrupted the cultural economy in Senegal, making the sale of physical media such as CDs and DVDs virtually impossible. Works are now copied and shared instantly on a multitude of devices, depriving artists of their traditional source of income. To mitigate this loss of earnings and ensure the survival of creative industries, the law has established this financial compensation mechanism.
Cultural stakeholders emphasize that this situation has become critical for their profession. By demanding the effective implementation of this measure, they hope to regain fair compensation for their work and guarantee the sustainability of national artistic creation in the face of the challenges of piracy and digitization.
