Grand-Yoff en opération choc : La mairie se donne « cinq jours pour remettre de l’ordre »
The municipality of Grand-Yoff launched a large-scale eviction and commercial reorganization operation on Wednesday, targeting several key thoroughfares. The operation, intended to be a "shock" operation, was carried out under the supervision of Mayor Madiop Diop, the sub-prefect, and law enforcement.
The intervention is part of a tight and determined schedule. According to Ms. Mané Ndeye Mané, Director of Technical Services for the municipality, the activity is planned over five days.
A Surgical Schedule Focused on Strategic Areas
Ms. Mané detailed the roadmap, which aims to restore fluidity on the main arteries of Grand-Yoff:
Days 1 and 2 (November 20-21): Work on the Liberté 6 – Patte d'Oie axis
Days 3 and 4: Movement of the Gendarmerie from Front-de-Terre to Patte d'Oie
Day 5: Targeting the Uno sector and its surroundings.
This action extends the recent cleanup initiatives already carried out in the municipality's official markets.
Recognizing that a lack of continuity has often allowed traders to resettle in the past, Ms. Mané assured that this time, monitoring is guaranteed.
"I think that's precisely what caused all this waiting," she said, explaining that the municipality had initially summoned the traders as early as October 7, but that it took more than a month to "gather the necessary resources for the follow-up."
The Director emphasizes: "The monitoring is based on real planning. Our priority was to find partners, and that has now been accomplished. Thus, when we intervene, the occupants can be immediately redirected to the designated spaces."
Regarding the relocation of the evicted vendors, the municipality's position is firm. Ms. Mané is categorical: "No, we cannot speak of a relocation site. This place is not a market."
She points out that Grand-Yoff only has three official markets (Arafat, Grand-Yoff, Bignona). Since the occupants have settled without authorization, the municipality has "no obligation to relocate them."
However, a glimmer of hope remains: the merchants are currently in discussions with Promogem, which is studying the possibility of creating a new marketplace for them or finding them an alternative site.
Before taking action, the municipality asserted that it had respected the protocol by sending two formal notices to the occupants.
An initial warning was issued in August, in coordination with the sub-prefects of Grand-Yoff, Dieuppeul-Derklé, and Sicap Liberté, although the operation scheduled for August 17 and 18 was canceled after the vendors began to leave the area. A second warning was issued by the Prefect of Dakar, followed by the distribution of informal notices confirming the start of operations on November 20.
