Inauguration of the Thiès fish market: Dr. Babacar Diop's criticisms of the Minister of Fisheries

Inauguration du marché au poisson de Thiès : Ce que Dr Babacar Diop reproche au Ministre des Pêches

"Madam Minister of Fisheries and Maritime Economy, Dr. Fatou Diouf, this market, which did not fall from the sky, is a vision, an idea of the city of Thiès, conceived well before you were appointed head of this Department. It was the city council, then led by the former mayor Talla Sylla, that passed a resolution for a plot of land to accommodate it. This was within the framework of the development plan for the city of Thiès."

These remarks were made by the mayor of Thiès, Dr Babacar Diop, during the official opening, this Saturday, January 24, 2026, of the new central fish market in Thiès, with a total cost of 2,223,798,481 FCFA including tax, financed by the National Maritime Affairs Agency's own funds.

The mayor, concerned about the possibility of transferring the market's management to the municipality of Thiès-Nord, to the detriment of the city hall, reminded everyone: "The State of Senegal, which is the primary partner of a municipality, financed this market, and it was the then Minister of Fisheries, Alioune Ndoye, who laid the foundation stone. The State being a continuous entity, with institutions transferring seamlessly," the mayor continued, "you, Madam Minister, were able to complete the work to everyone's satisfaction."

He continued: "From the outset, we have collaborated with the Ministry of Fisheries throughout the entire process, in the interest of Senegal, in accordance with the philosophy outlined by the President of the Republic around the 'Jub-Jubal-Jubanti' principle. For this reason, in the name of the national interest and the best interests of the people of Thiès, we urge you to work on the basis of consultation, dialogue, and exchange, so as not to resort to coercion or contempt. It must be understood that there is room for everyone."

Unfortunately, Dr. Babacar Diop laments, "today we have officially contacted you through several letters, but to this day, we have received no response. All our letters have gone unanswered. Yet we seek nothing more than to support you in your endeavor."

The mayor, who launched the works alongside the former Minister of Fisheries, Alioune Ndoye, refutes the argument that the market is located within the municipal territory of Thiès-Nord. "This is a false debate, because all the municipalities together constitute the City of Thiès, and this element cannot justify excluding the central municipality," stated Dr. Diop.

Selon l'acte 3 de la décentralisation ce marché sera géré par la commune dans laquelle il se situe. Si les commerçants qui l'exploitent font l'objet dun transfert a partir dun autre marché qui était deja dans la meme commune , ca devient impossible pour la mairie centrale. Si le marché qui y transféré était dans une autre commune , et que par délibération une autre commune de la ville offre l'assiette foncière, on pourrait envisager sa polarisation par la mairie centrale. A part la ville de dakar, les maires centraux n'ont aucune influence. Pour le cas de la ville de thies, cest ce que idy avait compris en faisant un cadeau inutile a talla sylla. Idy savait deja que l'acte 3 de macky l'avait écarté. Macky est un dangereux politiciens il sait user des réformes administrative en bonne et due forme pour abattre des adversaires politiques sans tambours ni trompette 🎺

J’ai vraiment pitié des gens qui habitent la bas ou qui projètent d’y habiter ou d’acheter un terrain. Dans quelques mois, cet endroit va devenir l’endroit le plus sale et le plus nauséabonde de la ville de Thies a cause des incivilités, du je m’en foutisme des baol-baols et du mauvais entretient,

Qui a déjà mis les pieds dans la cave du marché Kermel sensé être le meilleur marché pays, on risque d’étouffer a cause des odeurs. j’ai jamais vu ça de ma vie. Sans oublier l’insalubrité qui règne en surface comme si le pays n’avait pas de service d'hygiène
