Renaissance culturelle de la " Vieille Ville" : L'ambition du Maire de Rufisque, Oumar Cissé
On November 26 and 27, 2025, the City of Rufisque took a historic step with the launch, on Wednesday, November 26, 2025, of its first participatory diagnostic workshop for the development of an inclusive cultural policy. Organized by the Khar Mbaye House of Arts and the Directorate of Culture, the event brought together elected officials, artists, artisans, and institutional partners over two days (November 26 and 27) to lay the foundations for a sustainable strategic framework.
During the opening ceremony, the Mayor of Rufisque, Oumar Cissé, delivered a strong message, placing culture at the center of the city's renaissance.
“Rufisque has never had a cultural policy, despite its many scattered initiatives. Today, we want to build a structured and sustainable process. The foundation of the renaissance will be culture,” assures Mr. Cissé.
The Mayor praised the diversity and richness of Rufisque's talent, affirming that the city plays a vital role in the national cultural ecosystem. He emphasized the need to move beyond mere documentation and engage in a dynamic and ongoing process, driven by local stakeholders.
Towards an inclusive cultural policy
The workshop enabled a shared diagnosis to be launched and the main directions to be defined around four axes:
- Heritage: safeguarding and promoting tangible and intangible heritage.
- Arts and Crafts: promotion of creation, reading and know-how.
- Support for initiatives: structuring of funding and cultural cooperation.
- Khar Mbaye Arts House: defining the missions and resources to make it a major cultural center.
A foundational step
With the participation of renowned artists such as Gorgui Ndiaye and Ibrahima Mbaye Sopé, the workshop marked an unprecedented level of engagement. The work will continue, culminating in a summary report and validated recommendations, paving the way for an ambitious and inclusive cultural policy for Rufisque.

Les tabliers têtus et anarchistes et les mendiants se réinstallent. Sans compter ces milliers de sans abris qui font caca et urinent dans certains coins sombres de la ville dépourvus de lumière, dans les nombreux espaces verts sauvages non désherbés après l,'hivernage.
Rufisque mérite d,'être plus propre et un cadre de vie plus enchanteur. La clé c'est encore et encore plus de propreté, d'hygiéne et d'ordre.
Il est a feliciter. Si tous les maires faisaient comme lui.
Je vois que le Maire de Thies aussi fait la meme chose.
