SENCIM : une cimenterie validée à Bargny-Sendou après une audience publique
A public hearing was held on August 28, 2025 to validate the environmental and social impact assessment (ESIA) relating to the installation of the SENCIM cement plant at the mineral and bulk port of Bargny-Sendou, in accordance with the 2023 law on the environmental code, which requires an ESIA for any class A project. Amar Ly, promoter of the project, declared: "It is a cement plant that will be installed in a site dedicated to the processing of minerals, at the mineral and bulk port of Bargny-Sendou."
During the hearing, Mr. Ly emphasized that the SENCIM cement plant will be distinguished by a specific manufacturing process: "We will not produce clinker. The raw material, imported from Europe or South Africa, will be transported directly by ship via a sealed conveyor belt to avoid soil and air pollution."
He also noted that the initial ESIA report had been rejected for shortcomings, leading to adjustments to meet environmental standards. Abdourahmane Ndour, head of Dakar's regional division for the environment and classified establishments, said: "The Directorate of Environmental Regulation and Control oversees the environmental assessment for this type of industrial project. This study allows people to understand the project and give their opinion."
Mitigation and health, educational, social, and environmental support measures are planned to minimize the impact on local communities. Modou Samb, deputy prefect of Rufisque, emphasized the importance of intercommunality: "This project mainly concerns the municipalities of Bargny and Sendou. We chose the port to allow for broad participation in the hearing." Despite strong opposition from MP Sahilou Ndione, the study report was validated by the populations of both municipalities after lively discussions involving 19 speakers.
This project, estimated at 40 billion CFA francs, will be located 600 meters from Sendou and 2 km from Bargny, in a strategic area aimed at decongesting the port of Dakar and supporting the import and export of mining, oil, and grain products. Representatives from the administration, the environmental department, youth associations, women processors, imams, and notables participated in the hearing.

Amar ly a sa tête pleine et la famille que tu cites sait qu'il ne saurait être son larbin car elle a besoin de lui
