Suppression et/ou regroupement d’agences en fin juin : Le rendez-vous raté de Sonko
Reducing the state's lavish spending is no longer on the agenda, despite the vehement commitments made by Prime Minister Ousmane Sonko. Before the National Assembly on February 21, 2025, during the plenary session of Questions to the Government, the Prime Minister presented the people's representatives with the "damning" findings of the Court of Auditors regarding Macky Sall's management.
"We are not here to feel sorry for ourselves. But it is essential to have a national awakening involving the State and the citizens," the Prime Minister said, indicating that the State must be the first to set an example by sacrificing itself.
Thus, the head of government announced "corrective measures for public finances," including "the streamlining of implementing agencies where serious governance deficiencies have been noted." Ousmane Sonko specified, in this regard, that by the end of June 2025 at the latest, "implementing agencies and similar administrative structures with overlapping missions will be consolidated."
In the same vein, he continued, other agencies, whose missions can be taken over by central directorates or other non-personalized state administrations, will be eliminated, assuring that accompanying measures aimed at preserving the interests of workers will be taken.
A botched appointment
Sonko had, therefore, announced, among other things, the merger of "the Microfinance Boost Fund, the National Microfinance Fund, and the Social and Solidarity Economy Support Fund." He also announced the merger of "the Foreign Investment Support Fund and the Credit Fund for Women in the Diaspora."
The National Agency for Renewable Energies (Aner) and the Agency for Energy Saving and Control (Aeme) were also to be grouped together, as well as the Senegalese Agency for Tourism Promotion (Aspt) and the Society for the Development and Promotion of Coastal Zones (Sapco), the Credit Fund for Women and the National Fund for Women Entrepreneurs.
The National Agency for the House of Tools (Anamo), on the other hand, was to be abolished, according to the Prime Minister, who added to these budget optimization measures the harmonization of the intervention methods of Puma, Pudc and Promovilles.
A series of measures that were to be implemented by the end of June 2025 at the latest, in accordance with the commitments of the head of government.
As of today, Wednesday, November 19, 2025, no concrete action has been taken to materialize these commitments, even though the State - on the verge of bankruptcy (continuous degradation of the sovereign rating, widening of the debt, etc.) - would benefit from doing so.
Is this an oversight or a backpedaling? Either way, it reflects a notorious lack of rigor in the diligence of the State's actions and commitments.
