Ville de Rufisque : PROMOVILLES accélère ses travaux pour offrir un meilleur cadre de vie aux populations
The Y/C road construction project, public lighting, landscaping and rainwater drainage infrastructure, including lot 2 concerning the completion of Boulevard Maurice Guèye and the closure of the West Canal in the commune of Rufisque, have reached a satisfactory level of execution. The observation was made by Mrs. Maïmouna Dièye, Minister of Family, Social Action and Solidarity. She carried out, this Tuesday, September 9, 2025, a visit to the PROMOVILLES works, in the presence of the national coordinator, Mr. Serigne Ndiaye.
The overall progress rate of the work is estimated at more than 37%
On site, the Minister of Family, Social Action and Solidarity was given a comprehensive presentation of the Y/C road construction project, public lighting, landscaping and rainwater drainage infrastructure, of which lot 2 concerns the completion of Boulevard Maurice Guèye and the closure of the Canal de l'Ouest in the town of Rufisque.
After this stage, Ms. Maïmouna Dièye visited, in turn, the various construction sites of lot 2 of the said project. These include the wastewater drainage network on Boulevard Maurice Guèye, the Western Canal in the commune of Rufisque, the rainwater pumping station, among others. Here, the overall physical progress rate of the works is estimated at 37.59% (16.45% for Boulevard Maurice Guèye and 76.6% for the Western Canal).
"As a minister, I am very pleased and reassured."
In this regard, the Minister of Family, Social Action and Solidarity expressed her satisfaction and reassurance regarding the works which, according to her, take into account the health, safety and living environment of the population. "We are here today to visit the site, to see the progress of the work but above all to see firsthand the excellent work that has been done by PROMOVILLES. In 5 months, it has managed to make progress on the execution of the road works first but also those related to the rainwater drainage channel, and especially the water pumping station that has been built. The latter allows the evacuation of water during high tide periods," stressed Ms. Maïmouna Dièye.
In terms of living conditions, she was pleased to see that not only is the canal covered but that development work is also planned which will enable people to use the spaces offered by the canal and also to have a better living environment.
Thus, the Minister congratulated her technical arm for the work accomplished. "I congratulate the national coordinator of PROMOVILLES, Mr. Serigne Ndiaye, for the diligence in carrying out the work, because this work began in 2018, and in just 5 months, he has made a big leap to reach this stage. So, as Minister of Family, Social Action and Solidarity, I am very delighted and reassured because, as a family, I have what I want with this project, that is to say the living environment but also the aspects related to health, safety and protection of families. This is important! I think this project will allow Rufisque to breathe, it is a breath of fresh air," she insisted.
The people, who have been demanding this social infrastructure for decades, will finally be able to benefit from these vital structures. But, for Ms. Maïmouna Dièye, what remains now is monitoring and maintenance. "What remains now is monitoring and maintenance. Maintenance because this type of project required more than 27 billion CFA francs. So, we cannot ignore it. I entrust this pumping station, this covered canal, and everything that has been achieved by PROMOVILLES to the people of Rufisque. First, the mayors who manage the local authorities, but with the mayors, all the levers that can be used. I mean the ASCs, the neighborhood councils, the Badianous Gokh, the community relays, all the OCDs that are there and who can bring women's associations," she said.
“Since 2018, the work has not exceeded 40% completion rate”
The national coordinator of PROMOVILLES, for his part, thanked the Minister for her continued support of PROMOVILLES, not to mention the government. According to Serigne Ndiaye, this structuring project was launched in 2018, and its completion rate has never exceeded 40%. However, in just 5 months of work, PROMOVILLES managed to completely close the canal and complete the pumping station construction site. The work on the stormwater drainage network on Boulevard Maurice Guèye also achieved a satisfactory completion rate.
A project whose total cost is estimated at nearly 28 billion
It should be remembered that PROMOVILLES, with financing from the Islamic Development Bank (IDB) and the State of Senegal for a total amount (initial contract + completion contract) estimated at 27,953,191,667 FCFA, undertook this major project to: improve urban mobility and reduce travel costs and times; strengthen the sanitation system; strengthen the safety of people and property through public lighting and finally, improve the living environment of urban populations.
Here in Rufisque, PROMOVILLES plans to build: 2.41 km of cleaned and lit roads in 2x2 lanes on Boulevard Maurice Gueye; 5.51 km of cleaned and lit secondary roads; two service roads; the closure of the western canal over a length of 600 m; the construction and equipment of a pumping station; the installation and commissioning of 329 streetlights; a rainwater drainage network on Boulevard Maurice Gueye over a length of 3 km; a wastewater drainage network on Boulevard Maurice Gueye over a length of 1,100 km; a sanitation network along the secondary roads; the laying of paving stones over a length of 11,564 m2 along the canal; the development of a relaxation area on the canal; and the installation of public benches.
