L’Union européenne (UE) a donné un ultimatum au gouvernement de la Gambie d’apporter la preuve de son respect pour les droits de l’homme, la démocratie et la bonne gouvernance, ou à défaut de s’exposer à une réduction de l’aide au développement qu’il lui est accordée.
Le montant de l'aide au développement de l'UE à la Gambie avait atteint un niveau plafond de 70 millions d'euros en 2013.
Une délégation de l'Ue qui a récemment eu des pourparlers avec des officiels gambiens à Banjul sur la question a appelé les dirigeants de Banjul à se conformer aux normes internationales en matière de droits de l'homme, notamment la Déclaration de Cotonou, entre autres, ou de subir à défaut, les conséquences qui découleront du non-respect de ces normes, avec notamment la rétention des fonds d'aide.
Le gouvernement gambien qui est à couteaux tirés avec l'UE depuis quelques années n'a pas réagi officiellement à cet ultimatum dont l'agenda n'a pas été précisé, ont rapporté samedi les médias locaux.
Les officiels de l'UE ont également informé le gouvernement gambien des résultats du récent Sommet UE-Afrique de Bruxelles et auquel le président Yahya Jammeh n'a pas pris part.
En 2012, l'UE avait suscité la colère de la Gambie en lui faisant des recommandations pour améliorer la situation des droits de l'homme dans le pays, des exhortations que le pouvoir de Banjul avait qualifiées de « ridicules ».
Le président Jammeh avait rejeté ces avertissements qu'il a qualifiés « d'ingérence honteuse dans sa façon de diriger son pays ».
Depuis que Jammeh a pris le pouvoir en 1994, son administration fait l'objet de critiques de la part de la communauté internationale au sujet de son bilan en matière de respect des droits humains, avec des disparitions et des assassinats de journalistes qui reflètent l'aggravation de la situation.

Youssou NdourGrammy award winning singer Youssou Ndour came under pressure on Wednesday as the US-based Democratic Union of Gambian Activists (DUGA) called on him to “be sensitive to the plight of Gambians” in his “dealings with Yahya Jammeh”.
“We are asking you to be sensitive as owner of Groupe Futurs Media, and your record label to the plight and suffering of Gambians, especially journalists,” reads DUGA’s open letter addressed, for the second time, to the Senegalese music icon.
In March 2014, the Senegalese music icon inked an $80, 000 deal with Gambia’s Social Security and Housing Finance Corporation (SSHFC) for a string of concerts to be held successively on the 18th, 19th, 20th of April 2014 in Gambia. The planned concerts coincide with a campaign
launched mid-February by Senegal’s Y’en a marre movement and the US-based Democratic Union of Gambian Activists (DUGA) calling on Senegalese musicians to stop ‘endorsing and condoning dictatorship in Gambia’.
DUGA debunked Youssou Ndour’s justification to perform in Gambia contained in his much awaited reply to the first open letter destined to Senegalese musicians, in which the artist said he would not want to deprive his ‘Gambian brothers and sisters of the “cultural exchange”.
“However, we recall that in 2003 you boycotted the United States in protest of the US invasion in Iraq, hence depriving your brothers and sisters living in the USA, and probably very nostalgic for a taste of home.”
As if they wanted to confound and shame the Senegalese music star, the campaigners quoted him as saying:”I believe that coming to America at this time would be perceived in many parts of the world -rightly or wrongly- as support of this policy.”
“The act of paying a singer $80, 000 at a time when the Gambia is experiencing economic downturn in nearly four decades is both obscene and criminal,” said Gambia’s former Foreign Minister and Ambassador to Senegal.
Sanneh rejected the claims made by SSHFC that the proceeds of the concerts is to be “used to finance the development initiatives of Yahya Jammeh in key sectors such as security, education, agriculture and health.”
Former Gambian Chief Diplomat went ballistic on the issue, and warned: “SSHFC must realize that Yahya Jammeh is using the corporation’s assets for his private use and benefits which is a
criminal act and all those lending support to such acts will be held responsible.”
When contacted in order to get their side of the story, Charles Faye, one of the managers at Youssou Ndour’s office, told this reporter that the music is currently in the United States, and he is due back to Senegal next Sunday
