Aïssata Tall Sall à Dakar : « Le pétrole du Sénégal ne peut pas être engagé comme garantie »
During a press briefing held in Dakar on Monday, March 30, 2026 by the Takku Wallu parliamentary group, dedicated to a controversial financial operation involving the State of Senegal, Aïssata Tall Sall expressed serious concerns about a possible guarantee of the country's oil resources.
Speaking to journalists, the former minister addressed reports that financial partners, including Africa Finance Corporation (AFC), might be benefiting from guarantees secured against Senegal's natural resources. She firmly rejected this hypothesis. "Senegal's oil cannot be pledged," she declared, recalling that a law adopted in 2022 explicitly prohibits any government from using hydrocarbons as financial collateral. She argued that this issue directly impacts national sovereignty and the country's strategic interests. She therefore called on the government to provide written evidence demonstrating that these resources are not subject to the commitments made.
TRS: A financial operation deemed risky by Aïssata Tall Sall
Aïssata Tall Sall also denounced the risks associated with the use of Total Return Swaps (TRS). Speaking to the press, she described this practice as "dangerous" for public finances, particularly in an economic context already marked by budgetary constraints. She pointed to a complete lack of transparency, stating that "only the contracting parties know the terms of the contract."
According to her, this situation is all the more worrying as it prevents any citizen or parliamentary oversight. She believes that this type of mechanism could lead to substantial and largely invisible financial commitments, thus reinforcing concerns about the management of Senegal's public debt.
