In Guinea, the Ministry of Territorial Administration and Decentralization (MATD) is continuing its vast operation to clean up the political landscape. This Wednesday, October 15, 2025, 51 additional political parties received their certificate of conformity, an essential condition for legally conducting political activities in the country. While this new wave of certifications strengthens the regularization momentum launched in 2024, it also confirms the exclusion of two heavyweights from the Guinean scene: Cellou Dalein Diallo's UFDG and Alpha Condé's RPG.

A political clean-up operation in several stages

A total of 51 political parties received their certificates of conformity, with Cellou Dalein Diallo's UFDG and Alpha Condé's RPG being excluded from this list. It all began in June 2024, when the Ministry of Territorial Administration and Decentralization (MATD) launched a mission to evaluate existing political parties. At that time, Guinea had 211 registered political parties. The transitional authorities' stated objective: to reduce the number of fictitious or inactive parties and ensure that active parties comply with the obligations set out in the political party charter.

The first results of this mission were published in March 2025. They resulted in the dissolution of around fifty parties, the temporary suspension of around fifty others, and the certification of 73 parties deemed to be in good standing. The 51 newly certified parties now bring the total to 124 parties authorized to operate in Guinea.

Sidya Touré's UFR regains its rights

Among the parties now certified is Sidya Touré's Union of Republican Forces (UFR). This party, initially suspended for failing to hold its congress, was finally able to comply by holding its general assembly in May 2025. This regularization paves the way for it to participate in the presidential election scheduled for December 28, 2025.

However, obstacles remain: although certified, the UFR will not be able to field Sidya Touré as a candidate. Indeed, the new Guinean Constitution prohibits people over the age of 80 from running, and also requires candidates to reside within the country. However, Sidya Touré currently lives in exile in Côte d'Ivoire.

UFDG and RPG: two giants still on the sidelines

The Union of Democratic Forces of Guinea (UFDG), long the leading opposition party, remains suspended, as does the Rally of the People of Guinea (RPG), the former ruling party. These two emblematic political parties are now excluded from the current electoral process due to their failure to comply with the new requirements. The UFDG, initially placed "under observation," saw its fortunes worsen last August after failing to organize its congress within the required timeframe.

As for the RPG, it has also failed to meet the required criteria, particularly regarding the updating of its internal structures. The fate of their leaders, Cellou Dalein Diallo and Alpha Condé, does not improve their position. Both live in exile and, in the case of Alpha Condé, his age, over 80, automatically rules him out as a possible candidate, under the current Constitution.

A reshaping of the political landscape before 2025

Just months before a decisive presidential election, the certification process is profoundly redrawing the main lines of Guinean politics. While the official objective is to improve morality and structure political life, this wave of suspensions also raises criticism about the selective or political nature of certain decisions, particularly those targeting the main opposition forces.

As the UFR prepares to nominate a new candidate, the absence of the UFDG and the RPG risks undermining the legitimacy of the electoral process, in the eyes of a section of public opinion.
