Fonds de dotation des postes de santé à Notto-Diobass : une répartition jugée injuste et contestée
The distribution of the endowment fund for the Health Posts in the commune of Notto-Diobass continues to generate heated controversy. "A decision to distribute medications equally, deemed unfair and contrary to the principles of equity by the Health Development Committee (CDS) of the Notto-Diobass Health Post," claim the stakeholders.
According to CDS officials, the health posts in the municipality went nearly three years without receiving funding from the endowment fund, a mechanism essential for the proper functioning of healthcare facilities. Since the process resumed in 2025, steps have been taken with the Mayor's office, the Health District, and the Regional Supply Pharmacy (PRA), notably by expressing needs and adhering to the required administrative procedures.
However, Bara Thiam, executive secretary of the Notto Diobass Health Center (CDS), points out that "when the medications were distributed, it was indicated that the distribution would be equal among the five health posts in the commune, for a total amount of 4,000,000 FCFA, or 800,000 FCFA per post." He denounces this approach, which is strongly contested by the Notto Diobass Health Post, which serves more than 20,000 inhabitants, in addition to receiving patients from other areas of the commune.
For the Notto Diobass Health Center (CDS), this equitable distribution fails to take into account the realities on the ground, particularly the significant disparities in terms of the target population, workload, and medication consumption. An alternative proposal, supported by the District Medical Officer, was proposed: a proportional distribution based on the population of each health post, in accordance with the principles of equity and the rational use of public resources.
Despite the initial agreement in principle from several stakeholders, Bara Thiam laments that this proposal was ultimately rejected. "The mayor of the municipality reportedly instructed the PRA to implement an equal distribution, without broad consultation or formal summons of all the CDS (Community Health Centers) for the collection of medications," maintains Bara Thiam.
A decision that the CDS of Notto Diobass considers "a dangerous precedent and detrimental to the largest populations".
“The Notto Diobass Health Post is once again being neglected, despite bearing the brunt of the healthcare pressure in the municipality,” laments a CDS official. According to him, this situation directly penalizes users and risks affecting the continuity and quality of care.
While denouncing this decision, the CDS of Notto Diobass says it is open to a solidarity approach to support the most vulnerable Health Posts, provided that it is based on clear, transparent and concerted criteria.
