The case of the Senegalese teacher-researchers recruited in Guinea continues to be controversial. In a statement seen by Seneweb this Monday, the Ministry of Higher Education, Research and Innovation (MESRI) recalled that Law No. 61-33 of June 15, 1961, relating to the general status of civil servants, as amended, enshrines, in its Article 9, the principle of exclusivity of employment in the civil service and provides restrictive conditions for holding multiple positions.

He then points out that Article 11 of Law No. 81-59 of November 9, 1981, concerning the status of university teaching staff, governs the procedures for the use of these personnel outside the regular framework. The Ministry of Higher Education, Research and Innovation (MESRI) therefore clarifies that a "Senegalese teacher-researcher cannot be employed under a contract in the civil service of another country, except through duly ratified cooperation mechanisms and the provision of 'service positions' as stipulated by our laws and regulations in force." He states that he has asked the rectors of public universities to verify this information.

The department headed by Daouda Ngom reports that the governments of Senegal and Guinea signed a memorandum of understanding on university and scientific cooperation on May 23, 2025, which includes provisions for the mobility of faculty and students. The implementation details of this memorandum will be discussed within the framework of the monitoring committee that will be established, the ministry indicates. It calls upon university rectors and heads of institutions to ensure strict compliance with regulations concerning the administration and management of teaching and research staff and to prevent the irregular accumulation of positions.

Furthermore, the Ministry of Higher Education, Research and Innovation (MESRI) was keen to dismiss any notion of a "loss of attractiveness of the Senegalese education system" or a "brain drain." It maintains that Senegalese public universities are among the most attractive in the sub-region. "They are distinguished by the quality of their academic environment and the consistent improvement in salaries, considered to be among the highest in the Francophone area of sub-Saharan Africa," it stated.

    Avec un tel ministre incompétent, l'enseignement supérieur va naviguer dans les eaux troubles.Même les étudiants vont migrer ver les pays voisins. Autant aller étudier en Gambie que d'être dans une université qui n'a aucune considération sur ses propres fils étudiants.
