Crise des bourses : Le MESRI propose un plan d’apaisement estimé à 3,8 milliards F CFA
Following discussions held in recent days between the Minister of Higher Education, Research and Innovation, Professor Daouda Ngom, the Director of Scholarships, Jean Amédé Diatta, and the UCAD Student Collective, the government has presented a series of measures aimed at ending the tension surrounding the payment of student allowances. "First proposal: It consists of paying the Master I scholarship during the 2025-2026 academic year and the Master II scholarship during the 2026/2027 academic year. In addition, the minister, on the instruction of the Prime Minister, has proposed to allocate to the 12,238 students who are behind schedule to date, the sum of 115,000 CFA francs in addition to the 24 regulatory months to be paid.
Second proposal: it relates to Master II students. Firstly, the proposal consists of granting an exemption to Master II students enrolled in 2025-2026. Secondly, for Master II students whose training is ongoing, particularly those in the completion or defense phase, with a remaining duration of a few months, the State proposes to grant a total amount of 390,000 CFA francs per student for a monthly payment of 65,000 CFA francs payable from February 2026 to July 2026.
Finally, at the beginning of February 2026, Master II students who have not yet received their allowances related to the rate changes will receive a payment of 300,000 CFA francs per student. In addition, all these Master II students will receive their thesis grants at the beginning of January 2026, in the usual amount of 150,000 CFA francs per student.
In doing so, all these financial efforts made by the State, notwithstanding any consideration, represent an amount of 3,827,710,000 CFA francs.
Furthermore, we remind you that the first payment of the academic year 2025-2026 (October, November and the kit) concerns all students, even in the absence of their academic results from the previous year, who remain eligible for the scholarship for the current year (2025-2026).
For example, this applies to students in their first and second years of undergraduate studies and those in their first year of Master's studies. Students who have already repeated a year of their undergraduate or Master's program are not eligible for this payment. The same applies to all students aged 30 and over, and to students whose lists were transferred after October 20, 2025.
Faced with these financial commitments, the government is calling on students to resume classes without delay. The ministry assures that discussions will continue with student organizations to update, before the end of the first semester of 2026, the regulations concerning grants in higher education.
