UCAD, affaires financières et opposants ciblés : Thierno Alassane Sall charge le gouvernement

During the plenary examination of the bill reforming the National Observatory of Places of Deprivation of Liberty, Thierno Alassane Sall took the floor to challenge the functioning of the Senegalese justice system.

The opposition leader denounces an "apparent retreat" of the rule of law and proposes the creation of a National Observatory of Freedoms and Justice to restore a trust that he considers to have been broken.

According to the MP, many citizens today feel that the justice system no longer acts impartially, but is instead influenced by political considerations. He specifically mentions proceedings initiated against opposition figures and denounces a "witch hunt against leaders" in certain recent cases.

The events at Cheikh Anta Diop University of Dakar (UCAD), marked by the death of student Abdoulaye Bâ, are the central point of his grievances. Thierno Alassane Sall asserts that warnings were issued as early as December, indicating a real risk of escalation on campus. He laments that the government's communication has focused more on exonerating the security forces than on a sincere assessment of responsibility.

The opposition figure also questions the direction of the judicial inquiry, which he believes is focused on student leaders and figures close to the opposition. He argues that "without the heavy-handed security intervention, the tragic outcome could have been avoided." He therefore calls for an independent, transparent, and credible investigation.

Beyond the university crisis, Thierno Alassane Sall highlighted several financial cases which, according to him, have not been subject to legal action commensurate with their alleged seriousness. This perception of unequal treatment—severity for some, silence for others—is fueling a profound crisis of confidence in institutions.

To address the issue of the independence of the public prosecutor's office and the separation of powers, he proposes the establishment of an independent mechanism. This National Observatory for Freedoms and Justice would be tasked with monitoring violations of fundamental freedoms, analyzing judicial procedures, and publishing regular reports to guarantee equality before the law for all.
