Bénin : Refuser de prendre un billet froissé ou une pièce usée est désormais puni par la loi
In Benin, the National Assembly recently passed a law penalizing the refusal of crumpled banknotes or worn coins. Offenders face fines ranging from 100 to 500,000 CFA francs. Appearing on Benin TV's 8 PM news program last night, Gérard Gbénonchi, chairman of the parliament's finance committee, explained that this legislation is a "community law that Benin is expected to incorporate into its domestic legal framework."
Refusing crumpled banknotes disrupts the circulation of money
He invites his fellow citizens to understand that "money is an instrument of a state's sovereignty."
"It's a piece of paper, it's a coin, but the monetary authorities have decided to give them value. And the people who have to use them as a means of exchange must also accept these coins or banknotes regardless of their crumpled and worn condition because their refusal disrupts the monetary circulation and when a currency circulates poorly it is its credibility that is affected and the whole economy is unbalanced," the parliamentarian explained.
He points out that banknotes deemed worn or damaged can be exchanged at the BCEAO or in commercial banks.
