Exploration pétrolière : Chevron débarque en Guinée Bissau
Chevron is launching oil exploration in Guinea-Bissau. The American multinational, through its subsidiary Chevron Guinea-Bissau Exploration I, has signed an agreement with the Guinea-Bissau Company for Petroguin EP, for the research, development and production of oil in offshore blocks 5B (Carapau exploration permit) and 6B (Espada exploitation permit), located in the country's territorial waters.
According to the press release detailing the agreement, Chevron Guinea-Bissau Exploration I will be responsible for the research, evaluation, development and production of hydrocarbons in the blocks, including the eventual sale of the oil produced and the dismantling of the facilities after the end of operations.
Petroguin will only have 10% of the rights to the blocks
During the 6-year exploration period, Chevron Guinea-Bissau Exploration 1 will hold 90% of the rights to the two blocks and will bear 100% of the exploration costs. Petroguin will hold only 10% of the rights.
In the event of a "commercial oil discovery, the percentage distribution of rights and costs will remain the same: 90% for Chevron and 10% for Petroguin," the document states.
In a statement to the press, Petroguin's Director General, Celedonio Placido Vieira, indicated that the signing of this agreement with Chevron was of "crucial importance" for Guinea-Bissau, because the country, lacking the financial means for oil exploration, must seek companies with the necessary technical and financial resources to conduct explorations in partnership with Petroguin.
He added that this agreement marks an important step in the revival of the Guinea-Bissau oil sector and strengthens Petroguin's role as a strategic partner in the country's natural resource exploration initiatives.

Je ne comprends vraiment pas pourquoi les Etats africains ne peuvent mettre en place, à défaut d'un société pétrolière compétente sur l'ensemble de la chaine de valeur, une structure spécialisée dans la prospection de ressources afin que les états puissent ensuite avoir les coudées franches pour tirer le maximum de profit de leurs ressources sur le marché international...
NB: Au fait, il y avait un bloc de pétrole à la frontière du Sénégal et la Guinée Bissau. La découverte avait poussé la Guinée Bissau à déposer plainte contre le Sénégal au tribunal de l'ONU, revendiquant être propriétaire d'une partie de ce bloc. Au procès, le Sénégal avait gagné. L'ONU avait reconnu que tout le bloc appartient exclusivement au Sénégal. Et Abdou Diouf, pour des raisons de bon voisinage, avait promis qu'au moment de l'exploitation, le Sénégal partagera avec la Guinée Bissau les revenus de l'exploitation. C'est bizarre qu'on n'entend plus parler de ce bloc au Sénégal. Même si on comprend un peu la nécessité médiatique de sertir dans les mentalités que c'est avec Macky Sall que le pétrole a été découvert au Sénégal.
Le tarif journalier de location d'une plateforme varie selon son type, la profondeur de l'eau, la distance de la côte et la profondeur de forage. À terre, il est inférieur à 100 000 $ par jour, tandis qu'en eaux profondes au large du golfe du Mexique, il peut atteindre des niveaux très élevés , de 600 000 à 800 000 $ par jour (chiffres de 2010). La durée de location dépend de la profondeur.
