Gabon : La taxe d’habitation, un nouveau poids sur les ménages dès 2026
Starting in 2026, a flat-rate property tax will be introduced in Gabon, already raising concerns among households. Despite the government's stated intention to broaden the tax base to finance priority projects, this measure represents an additional expense for both tenants and homeowners.
According to the Council of Ministers, the tax will apply to all dwellings, whether for residential or professional use, according to a classification established by geographical zones. Rural areas will be exempt initially.
This tax will be collected monthly through electricity bills, with the Gabonese Water and Energy Company (SEEG) designated as the collection operator. The expected annual revenue from this new tax is estimated at 2.8 billion CFA francs.
While the exact tax rate has not yet been announced, this new tax is reminiscent of a similar measure that was implemented in 2018 and then repealed. The government states its aim is to modernize the tax system, strengthen tax fairness, and support economic recovery.
This measure is part of a series of new taxes planned for 2026, which will directly affect household budgets, including: a tax on imported lubricants, a 9% contribution on electricity bills, a 5% excise tax on telecommunications.
