Senegalese authorities want to establish a new program with the International Monetary Fund (IMF). And they're eager to get it, given their budgetary difficulties. And that's a good thing, since the Bretton Woods institution's resident representative in Senegal has announced that discussions will begin very soon.
"The opening of discussions on a new program is imminent. They will formally begin at the annual meetings of the IMF and the World Bank, which begin on October 13 in Washington," Majdi Debbich told our colleagues at the national daily Le Soleil.
The IMF Resident Representative in Senegal added that, in parallel, they are moving forward on the misreporting issue in order to present it to the Executive Board as soon as possible. A mission to continue negotiations on the new program is already planned after the meetings.
Debbich emphasizes that approval of a new program will depend on these discussions, which begin next week in Washington. "At this stage, the Senegalese authorities have already taken the lead by proposing a set of reforms and economic policies to stabilize the macroeconomic situation," he says.
The IMF Resident Representative emphasizes that the priorities to date include "streamlining tax exemptions, reforming energy subsidies, and improving the efficiency of public investments." However, much of the preparatory work has already been completed, which "gives them confidence in the quality of the discussions in Washington."
"If an agreement at the staff level is reached at that time, it will be a decisive step, as it will pave the way for the presentation of the new program to the Executive Board. This agreement is also crucial because it allows, a priori, certain financial partners, who had suspended their support, to re-engage without waiting for formal approval of the program," explains the IMF official.
