Mali : le gouvernement suspend les salaires de 36 151 agents publics après un recensement biométrique
Mali's Ministry of Economy and Finance announced on August 26 that it was suspending the salaries of 36,151 public sector employees, following a biometric census conducted as part of the Integrated Human Resources Management System (HRMIS). This measure, which follows a directive from the President of the Transition, Army General Assimi Goïta, aims to clean up the civil service and optimize human resources management.
Closed on August 15, 2025, the census covered a total of 158,317 public employees. Of this number, 122,166 were identified and enrolled, while 36,151 employees did not show up, representing an estimated payroll of 48.28 billion FCFA per year. Among the enrolled employees, cases of duplicates were also noted, with or without a properly verifiable National Identification Number (NINA).
In a letter addressed to administrative and financial directors as well as to regional and local authorities, the minister ordered two immediate measures: the suspension, from September 2025, of the salaries of the 36,151 unregistered agents and the suspension of the salaries of the agents concerned by the duplicates identified among the 122,166 enrolled, pending administrative clarification.
According to the letter, "this suspension could become permanent if the situation of the agents concerned is not regularized within a grace period of three months."
