Constitutional referendum: The Liberal Bloc rejects the project and calls for a “NO” vote

Référendum constitutionnel : Le Bloc Libéral rejette le projet et appelle au vote « NON »

During a press conference held this Monday, September 1, 2025 in Conakry, the president of the Liberal Bloc (BL), Dr. Faya Millimouno, firmly rejected the draft new Constitution and called on Guineans to vote NO in the referendum scheduled for September 21, 2025.

"A constitutional coup d'état by downloading"

Dr. Millimouno denounced the text as "dangerous" for Guinean democracy, criticizing the excessive concentration of presidential powers, the unjustified proliferation of republican institutions, and the restriction of fundamental rights and freedoms. "This is a constitutional coup in the making. We will use social media to expose the dangers of this Constitution. They are lying when they claim that free education is new. It already existed under Sékou Touré," he insisted. He also pointed out the ambiguity surrounding the transitional president's candidacy, highlighting a rupture between the Transitional Charter and the constitutional draft. "Freedom of the press is threatened. I advocate for the abolition of the HAC. As for the 7-year presidential term, it is useless. If development depended on the length of time in power, Cameroon would be the most developed country," he quipped.

BL calls for active participation: “Choose red”

Unlike other parties advocating a boycott, the BL is encouraging massive participation in the referendum to reject the text. "Just like the historic referendum of September 28, 1958, when Guinea said NO to colonization, we call on Guineans to say NO to this Constitution," declared the party's communications manager. The BL is urging citizens to go to the polls and choose the red ballot, the symbol of NO: "There will be two ballots: YES, often in white, and NO, in red. Choose red, express yourself. Not voting is also making a choice."

Context

The September 21, 2025 referendum represents a crucial step in Guinea's political transition, initiated after the September 2021 coup led by General Mamady Doumbouya. The draft constitution, which proposes a seven-year presidential term renewable once, has sparked heated controversy among the opposition, civil society, and the diaspora. By opting for electoral mobilization rather than a boycott, the Liberal Bloc stands out for its strategy of active resistance at the ballot box.
