Alioune Dione : « Le Sénégal doit rompre avec une économie d’assistance et s’orienter résolument vers une économie de contribution »

Faced with the persistent challenges of economic inclusion and the fight against poverty, Alioune Dione, Minister of Microfinance, Social and Solidarity Economy, advocated for a profound change in the model. For him, Senegal must break with a welfare-based economy and resolutely move towards a contribution-based economy, where every citizen plays an active role in wealth creation.

“We want a contribution economy, not a welfare economy,” he declared, emphasizing the need to value effort, individual initiative, and collective commitment. According to him, sustainable development can only be achieved if people are considered full-fledged economic actors, and not simply beneficiaries of public policies.

Alioune Dione believes that current funding mechanisms, while relevant in their intent, remain insufficient and sometimes poorly adapted to local realities. He particularly laments the slowness of procedures, administrative complexity, and lack of technical support, which hinder project promoters, especially young people and women.

In his speech, he also emphasized the importance of the social and solidarity economy and the strategic role of cooperatives, which he considers a powerful lever for empowerment. In his view, these structures must be more supported, regulated, and funded if we are to build a fairer and more resilient economy.

For Alioune Dione, it is therefore urgent to reorient public policies towards a model based on responsibility, productivity, and community participation. He also called on the authorities to create an environment conducive to local entrepreneurship by simplifying procedures, strengthening access to credit, and promoting citizen initiatives. "Development will not come exclusively from the State. It will come from the contribution of every Senegalese citizen to the collective effort," he concluded.
