The International Monetary Fund (IMF) mission to Dakar, led by Edward Gemayel, concluded with an assessment considered constructive and transparent, representing a key moment for Senegal, whose debt has reached 132% of GDP. The country opted for a program without immediate disbursements, aimed at restoring its financial credibility after Moody's downgraded its sovereign credit rating.

This framework is based on structural reforms, including more effective mobilization of domestic resources, streamlining of public spending, and a gradual reduction of subsidies in the energy sector. These measures reflect a clear commitment to fiscal discipline, but their implementation must take into account social pressures and the risks of overly abrupt adjustments for vulnerable households.

Despite a tight budgetary context and high debt, the government maintains an optimistic outlook, anticipating an economic recovery in 2026, supported by oil and gas production. The IMF acknowledged Senegal's efforts in transparency and governance, while emphasizing that the program's success will depend on striking a balance between fiscal discipline and maintaining social stability—a delicate balancing act in the current situation.

This approach reflects the country's attempt to restore the confidence of markets and international partners, while pursuing a more autonomous development path and less dependence on external financing.
