«Dette cachée» : le président (sortant) de la Cour des comptes relance la polémique
The Court of Auditors has a new president. His name is Abdoul Magib Guèye. Before handing over the reins, his predecessor, Mamadou Faye, briefly reviewed his ten years in office, mentioning in passing the controversy surrounding the public debt that arose from the publication of the institution's report in February 2025.
When asked "what have you learned from this case?", the magistrate replied bluntly: "I simply refer you to our report: you will not find any mention of 'hidden debt' on any page of the report. So, I am not going to comment because the context and the moment I am speaking are not appropriate."
Mamadou Faye only agreed to reveal their working method. He said: “The Court of Auditors did its job, according to the standards, by calculating the debt-to-GDP ratio using the TOFE method (Tableau des opérations financières de l'État, editor's note). There is also the other method, the budgetary method: 'revenue – expenditure,' and the result you find, you apply it to the GDP, and that gives you a result. This is the method we have always used. It's very simple: the two calculation methods could or should have arrived at the same result if the reconciliation table had been used. ”
He closes the chapter: "So, really, I'm not in a position to speak, which is why I refer you to the report to say whether there is hidden debt or not. I prefer not to comment on these aspects at the moment, I simply refer you to our report."
