Senegal is currently facing unprecedented financial difficulties. Authorities are trying to step up efforts to raise more resources to meet priorities.
Thus, at the end of the first seven months of 2025, the resources collected are provisionally estimated at 2,575.2 billion CFA francs, according to the Directorate of Forecasting and Economic Studies (Dpee). This represents an increase of 9.9% compared to the same period last year. They consist of 2,434.4 billion in tax revenue (which increased by 182.8 billion) and 140.8 billion in non-tax revenue.
The burden of debt interest
As for public expenditure (excluding investments financed by external resources), it increased by 4.6%, reaching 2986.6 billion at the end of July 2025. At the same period last year, it was 2855.6 billion. That is an increase of 131 billion.
According to the Dpee, this situation is mainly due to the increase in interest charges on the debt, which rose by 21% to 564.1 billion, and the 18% growth in transfers and subsidies, which rose to 1,117.8 billion CFA francs. The 2.9% increase in the wage bill, which was estimated at 837.6 billion CFA francs in July, also explains the situation.

Moreover, the Minister of Finance was particularly alarming about the volume of resources devoted to debt repayment. “As of September 12, what we had paid in terms of debt service, that is, capital and interest, represented 83% of our collected resources,” the State Treasurer revealed to the Assembly yesterday, Thursday.
For him, in such a situation, whatever the relevance of the policy implemented by the State, it will be annihilated by the snowball effect. This is why the State wants to improve its level of revenue mobilization. The reform of the General Tax Code is part of this dynamic, explained the minister.
