Dette sénégalaise et finances publiques : Rencontre entre le Fmi et le Trésor public
Following its last mission to Senegal, which concluded on August 26, the International Monetary Fund (IMF) appears to be embarking on sectoral missions to the country. Yesterday, Monday, September 15, 2025, the General Directorate of Public Accounting and the Treasury (DGCPT) welcomed officials from the Bretton Woods Institution.
The said mission is part of the "strengthening of public finance management, with particular emphasis on debt and cash management as well as on ongoing reforms", reports the General Directorate of Public Accounting and the Treasury.
Thus, during the meeting, Alioune Diouf, Director of Public Debt, presented to the members of the IMF mission the progress of the reforms, in particular the establishment of a centralized database of public debt, interfaced with the Sigif and the D-Aida system of the Public Treasury, for integrated and reliable monitoring.
He also presented to them the new planning of information on public debt, in coordination between the Public Debt Directorate and the Public Expenditure Scheduling Directorate. Mr. Diouf then provided an update on the development of a draft decree to reorganize debt management, following the recommendations of the Court of Auditors report, in order to establish a clear and structured reference framework.
"The IMF welcomed the efforts of the DGCPT to modernize public debt governance, emphasizing that these reforms will allow for greater transparency, better institutional coordination and more efficient management of public resources," the Public Treasury reported at the end of the meeting with the technical assistance mission, led by Jean Luc Helis.
Indeed, in the conclusions of its last mission to Senegal, the IMF had mentioned corrective measures intended to address the root causes of “erroneous declarations.” These measures include “the centralization of debt management functions and the strengthening of the role of the National Public Debt Committee.”
This also includes the establishment of a centralized debt database, the strengthening of budgetary commitment controls, and the gradual consolidation of bank accounts within the framework of the Treasury Single Account. Discussions on these corrective measures will continue, "before the case of erroneous declarations can be submitted to the IMF Executive Board," the Bretton Woods institution indicated.

Assurément la dignité est la charpente de l être humain, elle l est également pour une nation.
Ce pays a été ravagé par les prédateurs des regimes passés mais avec toutes les difficultés actuelles nos vaillants leaders ne se coucheront devant ces institutions impérialistes.
Le Sénégal est membre du FMI et donc dispose de Dts qu il peut réclamer mais ne fera jamais avec cette nouvelle équipe comme Diouf avait fait, confier les destinées du pays aux charognards étrangers
A mon avis le PM n'aurait jamais tenu une conferenc de presse pour denoncer la dette supplementaire et dire que cett dette etait cachee. Ensuite les chiffres qu'il a donne sont des approximations car il ne donne pas le deficit reels cumules de chaque annee entre 2019 et 2023. Il a offert une moyenne qu'il a compare a ce qui a ete declare ou les chiffres officiels.
A sa place j'aurai offert un communique et utilise un autre vocabulaire une sous estimation de la dette. Il aurait du prendre langue avec les bailleurs en premier en attendant les chiffres officiels de son nouveau gouvernement.
Mieux le plan de redressement aurait du suivre juste apres la decouverte de ce deficit. Cela aurait ete un nouvel gage de credibilite aupres de ces bailleurs.
