Edward Gemayel : « Le FMI revoit ses procédures pour éviter un nouveau scandale de dette cachée »
In an interview with L'Observateur this Saturday, October 18, Edward Gemayel, head of the International Monetary Fund (IMF) mission for Senegal, confirmed that negotiations for a new financial program have officially begun. An IMF mission is expected in Dakar next week to continue discussions.
Negotiation of a new program
Emphasizing the word "new," the source from the Groupe Futur Médias daily clarified that the Senegalese authorities do not wish to renew the old program, but to negotiate a separate one, better suited to current priorities. The goal is to agree on the scope and key reforms at the end of this visit.
After 17 months of suspension deemed "difficult" for Senegal, the IMF has shown a clear desire to relaunch cooperation:
"We are ready to do everything to help Senegal. There are no taboos, no restrictions," assured Edward Gemayel, emphasizing the institution's willingness to support the country in releasing the funding necessary for its economic recovery.
Managing misreporting
The head of mission recalled that the resumption of discussions follows the finalization of audits conducted by the General Inspectorate of Finance (IGF), the Court of Auditors and the Mazars firm last June, which made it possible to close the “misreporting” (hidden debt) file that had affected relations between Senegal and the IMF.
Regarding this episode, Gemayel indicated that the IMF is currently conducting an internal review of its procedures to learn lessons, while an external audit conducted by independent experts is also analyzing the causes of the malfunction in order to prevent a similar case from happening again.
