FMI - Sénégal : de nouvelles négociations s’ouvrent à Washington
The outcome of the informal meeting of the Executive Board of the International Monetary Fund (IMF), held on October 3, marks a constructive turning point in the Senegalese dossier. In an interview with Le Soleil, Majdi Debbich, the IMF's resident representative in Dakar, stated that the country "enjoys strong support within the institution" and that the opening of negotiations for a new program is imminent.
According to him, formal discussions will begin at the IMF and World Bank Annual Meetings, scheduled for October 13 in Washington. The IMF welcomes the "significant progress" made by the Senegalese authorities, particularly with regard to clarifying unaccounted debt and implementing reforms to strengthen budget management. However, certain corrective measures still need to be finalized before the formal presentation of the misreporting dossier (erroneous budget data) to the Executive Board.
This future program, which could be approved by the end of October or the beginning of November, would offer:
zero-interest financial support for part of the funds, increased technical support and a positive signal to Senegal's markets and partners.
A budgetary adjustment “with a human face”
The national daily's source wants to be reassuring: the budgetary adjustment should not slow growth. He speaks of an "adjustment with a human face," specifying that the question of a wage cut is not an issue.
Three levers to bring the deficit under control
The budgetary consolidation effort - aimed at reducing the public deficit from 7.8% to 3% of GDP, in line with the Community standard - will be based on three major axes: the rationalization of tax exemptions, the progressive reform of energy subsidies and the reorientation of public investments towards more productive projects.
On the energy front, the Single National Register (SNR) will play a crucial role in targeting aid and protecting vulnerable households, particularly through monetary compensation.
Debbich concluded: "We are fully prepared to support Senegal in closing the chapter on misreporting and launching a new program as quickly as possible."

Et pourquoi il n'écrit pas au cabinet international Mazars ? Pourquoi il n'écrit pas au FMI ? Macky Sall est malhonnête, pour quelqu'un qui a été président de la république. Macky Sall ne peut ignorer qu'à la date d'aujourd'hui, et concernant cette dette cachée qu'il tente malhonnêtement de nier, le rapport des IGE du Sénégal est caduque, le rapport de certification de la cour des comptes du Sénégal est caduque, et c'est le rapport du cabinet Mazars qui fait office de document de travail. C'est sur ce rapport que sont basées toutes mesures que le FMI a prises après, y compris la suspension des décaissements. Cela sert à quoi pour Macky Sall de retourner à des rapports dépassés. Cela sert à quoi pour Macky Sall de contester les chiffres d'un premier rapport (IGE) qui donne une dette cachée de 97% du PIB lorsque qu'un rapport suivant, et qui l'annule (Mazars) dit qu'il y a plus, une dette cachée de 118% du PIB ?
C'est parce que Macky Sall fait de la politique, il parle à ses idiots de l'APR, il est dans la manipulation médiatique, et surtout il enrichit des cabinets d'avocats et de dits experts financiers, qui eux n'y ont rien à perdre, mais des millions volés à gagner.
C'est ça le système financier mondial, et ça marche pour tous les pays.
Les institutions financières ne sont pas dans le populisme .
Récemment le Niger et le Burkina ont bénéficiés d'un bon accompagnement.
Alors , il faut que certains arrêtent leurs enfantillages et reconnaissent leurs ignorances du système financier mondial.
Le Sénégal a besoin de cette assistance, alors laissons nos grands cadres financier qui sont dans l'administration faire leurs travail , eux ils s'y connaissent.
