Fonction publique et Travail : Le budget 2026 met l’accent sur la modernisation, la protection sociale et l’inclusion
The National Assembly is currently examining, in plenary session, the 2026 budget for the Ministry of Public Service, Labor, and Public Service Reform. It is set at 11,958,553,296 FCFA in commitment authorizations (CA) and 11,678,089,336 FCFA in payment appropriations (PA). Reviewed on Saturday, November 8, 2025, by the Finance and Budget Control Committee, expanded to include the Committee on Laws, Decentralization, Labor, and Human Rights, the draft budget outlines five flagship programs, reflecting the Ministry's priorities for 2026.
Modernization and administrative management
The "Steering, Coordination and Administrative Management" program has been allocated 3,149,258,590 CFA francs (AE) and 3,056,258,590 CFA francs (CP). It aims to strengthen the efficiency of public administration through the digitalization of services and the improvement of internal coordination.
Strengthening the Civil Service
With 3,596,371,500 FCFA (AE) and 3,557,007,540 FCFA (CP), the "Civil Service" program emphasizes human resource management, transparency in recruitment, pay equity, and the inclusion of people with disabilities. Members of Parliament welcomed the modernization efforts while calling for a better balance between operating and investment budgets.
Public Service Renewal
The "Public Service Renewal" program, with 1,374,457,867 CFA francs (AE) and 1,246,357,867 CFA francs (CP), supports actions to transform the public sector, including the decentralization of services and the improvement of access for citizens.
Labour market governance
With a budget of 3,226,560,515 FCFA (AE/CP), this program targets the regulation and supervision of the labor market, as well as the strengthening of workers' rights. Members of Parliament emphasized the need to combat abuses in the private sector and to ensure safe working conditions, particularly for temporary and contract workers.
Social protection for workers
Finally, the "Social Protection for Workers" program receives 611,904,824 CFA francs (AE) and 591,904,824 CFA francs (CP). It aims to extend social coverage to workers in the informal sector and to strengthen retirement and compensation schemes.
During the committee review, the Minister of Public Service, Labour and Public Service Reform, Olivier Boucal, presented the main points of his department, emphasizing the importance of the National Transformation Agenda Senegal 2050 for the performance and attractiveness of the public administration.
The MPs welcomed past achievements, particularly the digitalisation and modernisation of services, while making recommendations on human resources management, pay equity, inclusion of women and disabled persons, and protection of precarious workers.

Les hommes politiques ont tendance à oublier l'importance du Financement de la sécurité sociale dans la couverture des citoyens. Bcp veulent augmenter les pensions retraite sans se soucier de leurs financements à coups de milliards, en l'absence de subventions d'un État central faible financièrement et d'autre part dans le privé des employeurs qui ont d'énormes difficultés financières actuellement. Et aussi, on oublie la Mal gouvernance dans la gestion des cotisations de ces braves patrons et leurs salariés, surtout ceux qui ont des salaires faibles.
