Hydraulique et Assainissement 2026 : Un budget de 245 Milliards F CFA pour l'accès universel à l'eau

The Finance and Budget Control Committee, expanded to include the Rural Development and Sustainable Development Committees, adopted on Wednesday, November 12, 2025, the 2026 draft budget of the Ministry of Water and Sanitation (MHA), defended by Minister Cheikh Tidiane Dièye.

The MHA budget for the 2026 financial year amounts to 244,854,160,962 CFA francs in payment appropriations (CP).

This represents an increase of 108.47 billion CFA francs compared to 136.38 billion CFA francs in 2025, or an increase of 79.53%.

This historic increase reflects the Government's commitment to ensuring universal access to drinking water and modern sanitation services, in line with the Senegal Vision 2050 and Sustainable Development Goal No. 6 (SDG 6).

Minister Cheikh Tidiane Dièye justified this increase by citing the inclusion of several major and structuring projects for 2026:

Large Water Transfer (GTE/ANT): Intended to secure the water supply of the central and northern regions.

Seawater desalination: Construction of a new plant on the Grande Côte to strengthen water self-sufficiency.

Sanitation : Work continues on extending the network in the cities of Dakar, Thiès, Kaolack and Ziguinchor.

Flood Control : Upgrading of wastewater treatment plants and drainage networks.

Green Energy : Installation of solar pumping and treatment systems for rural areas.

These initiatives are part of an integrated approach promoting the transition to a blue and resilient economy.

The 2026 budget is central to the country's sustainability policy. Its implementation should enable the country to achieve 100% access to drinking water in urban areas and 95% in rural areas by 2028; create more than 5,000 direct and indirect jobs; and strengthen community resilience to droughts and salinization.

The ministry will also focus its efforts on protecting water resources from climate change, preserving river basins (Senegal, Gambia, Casamance), and promoting inclusive governance. "Water is a strategic public good, a driver of dignity and development. This budget reflects our commitment to guaranteeing access to water for all Senegalese," the minister concluded.
