Financial inclusion and support for SMEs: The 2026 budget deemed too weak

Inclusion financière et soutien aux PME : Le budget 2026 jugé trop faible

The 2026 draft budget for the Ministry of Microfinance and the Social and Solidarity Economy is set at 7.8 billion FCFA in commitment authorizations and 7.7 billion FCFA in payment appropriations. Given the strategic importance of the ministry for financial inclusion and the socio-economic development of local areas, members of parliament expressed serious concerns about the insufficient resources allocated.

“The bulk of the funds are absorbed by operating expenses, to the detriment of investments and financing for vulnerable populations,” a commissioner emphasized. The unbalanced allocation of resources limits the ministry’s capacity to support decentralized financial systems (DFS), solidarity-based productive cooperatives (SPCs), and initiatives for youth and women. Parliamentarians also highlighted the high interest rates charged by some DFS and the slow procedures within organizations like the DER/FJ and FONGIP, which discourage many women from accessing financing.

To address these challenges, the members of parliament recommended attaching the DER/FJ (Delegation for Economic and Social Development/Youth Finance) to the Ministry of Microfinance for greater coherence, increasing the visibility of PLASEPRI, a platform dedicated to supporting diaspora investments, and expanding the use of Islamic finance, particularly through the PROMISE program and its "Khar dal Hassanaat" variant. The Minister of Microfinance acknowledged these challenges and announced targeted financing measures, the formalization of Community-Based Social Enterprises (CPS), and support for vulnerable populations. He also indicated that 2026 would be dedicated to the social and solidarity economy, with the objective of creating 1,000 CPS and strengthening women's and youth entrepreneurship. Despite a budget considered limited, the ministry intends to consolidate financial inclusion and revitalize the national economy.

    7,7 milliards pour le fonctionnement et les financements d'un ministère ? Du grand n'importe quoi. Y rattacher les nombreuses directions qui font tous la même chose, réduire le personnel et les gros salaires et avantages au personnel pléthorique et politique. Tant qu'on n'aurait pas ce courage politique, le système va perdurer
