Le Sénégal crée le Fonds de valorisation des actifs publics avec l’appui de la BOAD
In November 2025, Senegal and the West African Development Bank (BOAD) signed an agreement to establish the Senegal Asset Valuation Fund (FOVAS), a mechanism designed to consolidate and strategically manage public infrastructure. The fund aims to optimize the economic potential of the state's strategic assets to generate regular and reliable revenue, while supporting its medium- and long-term fiscal trajectory.
The West African Development Bank (BOAD) plays a central role as a technical partner and financial catalyst. It will be responsible for attracting private investors and international partners, advising on asset management and structuring, and ensuring that all public resources are used optimally. The Senegalese government is thus emphasizing more professional and transparent management of its assets, with the aim of maximizing the economic and social value of each asset.
According to the authorities, the FOVAS will free up funds that can be reinvested in priority projects. This approach is part of a broader effort to modernize public management and diversify funding sources, thereby reducing reliance on traditional tax revenues and external financing.
Local analysts believe this initiative could also strengthen Senegal's financial credibility in regional and international markets by demonstrating its ability to leverage and enhance the value of its public capital. Furthermore, the fund opens the door to increased dialogue with the private sector and African and international financial institutions, fostering sustainable cooperation and improved planning of public investments.
This approach illustrates a state strategy aimed at leveraging its assets to generate stable and sustainable resources, while strengthening governance effectiveness and the quality of services provided to the population. It also reflects a desire to position Senegal as a regional model for the management and development of public assets.

Quelle différence avec la sogepa créée par l'ancien régime pour trouver les ressources additionnelles par valorisation des actifs de l'etat. Rappelez vous du sukuk qui avait fait l'objet de dénigrement par le nouveau régime. C'est la même chose à mon sens

@« Toto » et « Merci » : la différence c’est que c’est plus transparent cette fois-ci. Ce n’est pas entre un petit groupe de courtiers véreux et leurs parrains.
