Macky Sall : dette africaine insoutenable, FMI et Banque mondiale en ligne de mire
Former Senegalese President Macky Sall launched his book, "Africa at the Heart," on Wednesday, September 24, at an event in New York on the sidelines of the 80th session of the United Nations General Assembly. In front of prominent figures such as Ban Ki-moon, Ameenah Gurib-Fakim, Charles Michel, and Moussa Faki Mahamat, Sall delivered a vibrant speech calling for an overhaul of global governance, with a particular focus on reforming the International Monetary Fund (IMF), the World Bank, and rating agencies, which are considered responsible for the imbalances that are holding back African development.
In a context where Africa faces major challenges – terrorism, conflicts, climate change, and economic fragility – Sall insisted on the need for changes in international bodies. “When I talk about global governance, I am not calling for a revolution, but I am calling for a necessary change in the decision-making bodies of the United Nations, the IMF, and the World Bank,” he declared. He welcomed Africa’s admission to the G20 and the granting of a third seat on the IMF’s Executive Board as progress, but stressed that “many areas of concern remain.” Sall pointed the finger at rating agencies, whose biased assessments “considerably increase the conditions for our countries to access credit.”
He also denounced the unsustainable burden of African debt, "with no prospect of a comprehensive and lasting solution," and the obstacles to a fair energy transition, which hamper development efforts. "Africa cannot remain on the sidelines of decisions taken elsewhere and in its name," he insisted, calling for the correction of an "eighty-year-old world order" that ignores the continent's needs. This plea is part of a 23-chapter book in which Sall shares his experience as President of Senegal (2012-2024), President of NEPAD and the African Union, while celebrating "the Africa of solutions" - its creative youth, its natural resources (30% of the world's mineral reserves, 60% of unexploited arable land), and its resilience.
He cited notable moments, such as the smile of a child in Tomboronkoto connected to electricity in 2021, to illustrate a pan-Africanism of action. However, his speech emphasized institutional reforms as a prerequisite for an Africa that is an actor in its destiny. "My deep conviction is that, whatever their efforts, our countries will not be able to develop without the reform of global political, economic, and financial governance," he insisted, inviting decision-makers, civil society, and youth to collectively mobilize for an inclusive vision.
This message resonates particularly strongly in Senegal, where public debt reached 73.9% of GDP in 2024 (around 9.5 trillion CFA francs), according to data from the Central Bank of West African States (BCEAO). Under the administration of Bassirou Diomaye Faye, the country is negotiating a new program with the IMF to ease this burden, after obtaining relief of 34 billion CFA francs in 2023 under Sall.

Quand on entrain de se noyer il faut rester calme et le moins de mouvement possible.
Aujourd'hui encore qu'il a quitté le pouvoir, qu'il est encore utilisé dans le mensonge du changement climatique, un mensonge qui en est à ses derniers soubresauts avant de rendre l'âme, c'est encore en ce moment que Macky choisit d'écrire un livre sur le mensonge, c'est à dire le changement climatique. Encore une autre preuve d'absence de culture intellectuelle. Si Macky était un spéculateur en bourse, il serait rapidement licencié, parce que n'ayant aucune capacité à détecter les tendances. Si Macky Sall est vraiment libre, son 3ngagement actuel sur le réchauffement climatique est un suicide. Le contraire serait plus compréhensible, c'est à dire qu'il agit sur dictée.
Intérieurement, il sait ce qui l' attend.
