The Finance and Budget Control Committee, exceptionally expanded to include the Economic Affairs Committee, examined and adopted the 2026 draft budget for the Ministry of Economy, Planning and Cooperation (MEPC) this Thursday. Presented by Minister Abdourahmane Sarr, the budget allocation is set at 39.28 billion FCFA, a stable amount that confirms the ministry's central role in the strategic management of national development.

The adoption of this budget reflects the government's commitment to strengthening the economic planning and public policy coordination function. Beyond simply allocating funds, the Ministry of Economy, Planning and Climate Change (MEPC) positions itself as the driving force behind forecasting, international cooperation, and structural reforms in Senegal.

The spending structure for 2026 reveals this ambition, prioritizing investment and partnerships.

Capital transfers represent the most significant share with 13.5 billion FCFA, intended for major development programs financed in collaboration with international and regional institutions.

They are followed by Transfer Expenditures (11.95 billion FCFA), focused on cooperation and strategic funds.

Investment expenditures executed directly by the State amount to 9.73 billion FCFA, aimed at supporting strategic studies and the digitalization of economic management.

 

Current expenses (personnel and operations) total approximately 4.1 billion FCFA, ensuring support for technical departments.

This distribution highlights a balance between the ministry's operations and its commitment to the strategic investments necessary for the country's economic transformation.

In a context of global economic uncertainties, Minister Sarr specified that the mission of the MEPC is to guarantee a "coherent, inclusive and sustainable development trajectory".

To achieve this, the ministry's work will be structured around five major axes for the year 2026: strengthening Planning through the implementation of the new national strategic framework: the Senegal 2050 Reference Framework; conducting Strategic Assessments in order to improve the quality and socio-economic impact of public interventions; boosting Cooperation to optimize the absorption of external financing; supporting Structural economic reforms, particularly in productive sectors and governance; modernizing Management Tools through digitalization and the production of reliable economic data.

Aligned with the PRES – Jubbanti Koom, this budget consolidates the role of the MEPC as the true conductor of public policies, ensuring the coherence of interventions and investments. It represents a clear course towards harmonized and sustainable development, where planning, cooperation, and transformation are the key principles of the Senegalese economic vision.
